Sources Sought/Synopsis Dover Air Force Base, DE
THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR INFORMATION ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The 436th Contracting Squadron is seeking sources for a potential Simplified Acquisition of Base Engineer Requirements (SABER) contract at Dover Air Force Base (AFB). Dover AFB anticipates awarding one firm-fixed price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) construction contract under North American Industry Classification System (NAICS) Code 236220, Commercial and Institutional Building Construction with the small business size standard of $45.0M.
The purpose of this Sources Sought/Synopsis is to conduct market research to determine if responsible 8(a) concerns exist for a potential competitive 8(a) set aside. The Sources Sought/Synopsis is to determine potential sources, for information, and for planning purposes only. This Sources Sought/Synopsis is not to be construed as a commitment by the Government to issue a solicitation, or ultimately award a contract.
Responses will not be considered as proposals, nor will any award be made as a result of this Sources Sought/Synopsis. The Government will NOT be responsible for any costs incurred by interested parties in responding to this Sources Sought/Synopsis. If adequate responses are not received from the above mentioned concerns, the acquisition may be solicited in another manner.
A SABER contract provides a streamlined means to complete a broad range of maintenance, repair, and minor construction projects. The projects will include tasks in a variety of trades, including but not limited to, site work, concrete, masonry, metals, carpentry, wood and plastics, thermal and moisture protection, doors and windows, finished, specialties, equipment, special construction, conveying systems, mechanical, plumbing, steam fitting, electric, welding, and abatement of hazardous material at Dover AFB. The work will be performed on Dover AFB, DE, with the possibility that some work may be performed in facilities on Dover AFB and/or Dover AFB remote properties.
The maximum anticipated contract amount (initial contract periods and all five option periods) is approximately $20M. The SABER contract is a firm-fixed price (FFP), Indefinite Delivery/Indefinite Quantity (IDIQ) contract that provides a streamlined means to complete a broad range of maintenance, repair, and minor construction projects estimated between $2,000 and $750,000; however, some requirements may exceed $750,000. The contract term will be for two (2) base periods (24 months) with five (5) 12-month option periods. The contractor shall be required to provide and use software utilizing a RS Means® database or Government-approved equivalent for estimating purposes. Contractors shall be capable of securing bonding of at least $7.5M during any contract period.
