Summary Scope of Work (SOW):

OVERVIEW: U.S. Army Corps of Engineers (USACE), Seattle District, requires replacement of the existing outlet tower emergency gate and hoist system at Howard A. Hanson Dam. The purpose of this project is to remove and dispose of the existing outlet tower emergency gate and hoist, retrofit the outlet tower structural members to handle the increased weight of the new hoist, construct and install the new emergency gate and hoist system, clean the 19-foot tunnel trash rack (with a diver), rig the 48-inch bypass trash rack, and remove and place the spare 7 ton stop log.

In Water Work: It is assumed that a barge and crane will be needed to work from the water to remove the existing emergency gate and to install the new gate. It is expected that the barge and crane work required for any installation work will be included as part of this project. The barge and crane work will include the installation of GFE barge anchor pins. A barge launch was mailto:juliana.houghton@usace.army.mil constructed in 2020 at the dam to accommodate this effort. Removal and placement of the 7 ton stop log and cleaning of the trash rack would require divers in the water. The contractor would provide the dive plan.

Environmentally Sensitive Project Location: The work will be performed at the Howard A.

Hanson Dam along the Green River. All waters around the area are considered environmentally sensitive for potential impacts to endangered species. Special consideration will be made to prevent impact on water quality as the associated reservoir provides drinking water for the City of Tacoma. Measures should include but are not limited to: non-toxic construction materials, monitoring of water quality and pH levels as well as other measures deemed necessary in environmental coordination documents.

Schedule for Award, Submittals and Construction: Funding for this project has been provided in order to award a contract prior to September 2022 and subsequently begin fabrication of the emergency gate, ready to complete construction work at the project site in Summer 2023.
