THIS SOURCES SOUGHT IS NOT A NOTICE OF SOLICITATION ISSUANCE. This is a special notice that includes a REQUEST FOR INFORMATION (RFI) issued solely for information and planning purposes; it does not constitute a Request for Quote (RFQ) or Proposal (RFP) or promise to issue a solicitation in the future. This notice does not commit the Government contractually for any services or supplies whatsoever. Responders are advised that the United States Government will not pay for any information or administrative costs incurred in the response to this RFI. Not responding to this RFI does not preclude participation in a future solicitation if one is issued. If a solicitation is released, it may be posted to the System Award Management (SAM) website, but it is not guaranteed, and it is the responsibility of the potential offerors to monitor the Government website for a potential solicitation and additional information pertaining to this requirement.

The proposed project consists of the following: The contractor will provide a turn key replacement of existing clean bench hoods, including removal of existing hoods in accordance with the statement of work (SOW):

• disconnecting from existing exhaust,

• installing new clean bench hoods that are 8 feet wide and have a functional working space of at least 47 inches,

• ensuring all electrical connections are made accurately,

• connecting the exhaust duck work and properly sealing the second duct opening in each room to maintain an acceptable flow rate within the room,

• and installing replacement drop ceiling grids and panels as necessary to seal the ceiling.

This requirement is assigned a NAICS code of 332313 Plate Work Manufacturing with Small Business Administration (SBA) size standard of 750 employees, for the National Institute of Standards and Technology (NIST), Gaithersburg, Maryland.

Interest and Capability (to include cut sheets, drawings, previous installation examples, etc.)

shall be limited to 20 pages (Times New Roman, 12 point font, 8-1/2 x 11. Cut sheets and drawings are acceptable as 11 x 17) and submitted via e-mail to the contract specialist listed in this notice.

All correspondence sent via e-mail shall contain a subject line that reads "NB640000-25-01098 Cleanroom Bench Hood Sources Sought". If this subject line is not included, the e-mail may not get through e-mail filters. Filters are designed to delete emails without a subject or with a suspicious subject or attachment. Attachments with files ending in .zip or .exe are not allowable and will be deleted. Ensure only .pdf, .doc, .docx, .xsls, or .xls documents are attached to your e-mail. All other attachments may be deleted.

All responses must reach the point of contact no later than 4:00 PM ET on 14 June 2025 and must include the following information: company name; address; phone number, fax number, e-mail address, and business size status for the applicable NAICS. Responses shall not include classified data. Proprietary information, if any, shall be kept to a minimum and MUST BE CLEARLY MARKED. To aid the Government, SEGREGATE proprietary information. DRAFT STATEMENT OF WORK

BACKGROUND

The mission of the Office of Reference Material (ORM) at the National Institute of Standards and Technology (NIST) is to provide customers with the means to obtain NIST Standard Reference Materials (SRMs)®. NIST supports accurate and compatible measurements by certifying and providing over 1,100 of the highest quality and metrological value Standard Reference Materials to industry, academia, and government. These materials are used to perform instrument calibrations in units as part of overall quality assurance programs, to verify the accuracy of specific measurements, and to support the development of new measurement methods.

Some of the Reference Materials that ORM sells are in a powder form and need to be bottled inside a clean bench hood that exhausts the dust away from the technicians and into filters and then exhausted to the outside. ORM has 4 clean bench hoods that are over 30 years old, and do not function efficiently. ORM is seeking to replace the four existing clean bench hoods with two larger units.

SCOPE OF WORK

Currently, ORM has four clean bench hoods located within two lab rooms. Rooms 153 and 157 located in building 202 each contain two 6 feet wide clean bench hoods that are no longer functional . ORM requires that the four clean bench hoods be removed and replaced with two larger clean bench hoods, one in each of the two labs. The two new clean bench hoods must be 8 feet in width and must have a working open space of at least 47 inches.

ORM went through an OFPM review of the proposed removal and replacement of the clean bench hoods. It was determined that OFPM did not need to be involved in the process since it was a like kind replacement. The contractor upon completion of the project will certify the air flow to meet the standards of the clean bench hoods.

GENERAL REQUIREMENTS

a. Due to timeliness associated with clearance of non-US citizens, personnel performing installation services must be US citizens or possess a valid green card.

b. Safety: The Contractor shall be responsible for knowing and complying with all relevant OSHA safety regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal. A copy of the NIST safety guidelines is attached and the contractor should adhere to these guidelines NIST Visitor Safety Guide

Security: NIST is a restricted campus. An identification badge is required for access and entry into buildings and is shown to the armed Security Police when entering the campus.

c. Regular Business Hours. Regular business hours are Monday through Friday, 8:00 am to 5:00 pm Eastern Time.

Identification Badges: The Contractor shall comply with NIST identification and access requirements. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office. These identification badges may be temporary badges issued for specified days, or Contractor site badges for longer durations. The NIST identification badges shall be used for work under this agreement only and for no other purposes.

d. Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license or Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office, at which time a NIST vehicle pass will be issued.

The pass shall be displayed on the vehicle in accordance with NIST Security Office instructions.

SPECIFIC TASKS

1. Manufacture Bench Hoods

The Contractor shall manufacture or contract to a clean bench hood manufacturer and deliver two new bench hoods that meet all of the following specifications:

-8-foot-long clean bench hoods that connect to our existing exhaust in building 202 -Functional lights, exhaust, and electrical outlet inside the hood.

-Vertical operating height of 47 inches -Hoods must meet ASHRAE 110 requirements upon completion

2. Installation of Bench Hoods -The Contractor shall replace the existing clean bench hoods with the new units.

-The Contractor shall safety disconnect the electrical connections to each of the existing four clean bench hoods and remove the hoods from Building 202 and the NIST campus. It is the responsibility of the Contractor to properly dispose of the units.

-The Contractor shall hook the electrical connections to each hood and accurately hook the hoods up to the existing exhaust ducts located in the ceiling of each room. The contractor is responsible for connecting the new hoods to the existing exhaust ducts that are in each rooms ceiling. This connection must allow for air flow that meets the requirements of the hoods manufacturer.

-The Contractor shall replace the ceiling tile grid and tiles as necessary to keep a clean and sealed ceiling. The contractor will match the existing ceiling tiles with new tiles of the same size and shape.

-The Contractor shall test the new hoods to verify they meet specifications for air flow. The new clean bench hoods will have an air flow spec that meets ASHRAE 110 requirements. A final air flow report will be provided by the contractor. A copy of a similar report is attached.

3. Warranty The Contractor shall provide a one year warranty for the clean bench hoods.

Six months from award of contract

GOVERNMENT-FURNISHED PROPERTY, DATA AND/OR INFORMATION

The Government will provide access to the NIST facilities for the duration of the installation throughout the period of performance of the contract.

QUALIFICATION REQUIREMENTS FOR REMOVAL AND INSTALLATION

PERSONNEL

The technicians who perform the electrical work for dismantling the electrical connections and installing the new electrical connections must be certified by the state board of electricians in which they obtained their license to perform electrical work.
