The contractor must provide a detailed site-specific Safety Plan within 7 days of award describing compliance with OSHA standards and applicable state and local regulations, and all contractor personnel must comply with Homeland Security Presidential Directive (HSPD)-12 requirements for facility access. Quality Control Plans must be submitted within 30 days of award, and the Notice to Proceed will not be issued until the Safety Plan is accepted. Payment will be made at 100% upon installation and acceptance by the NIST Point of Contact following successful completion of testing requirements.

THIS SOURCES SOUGHT IS NOT A NOTICE OF SOLICITATION ISSUANCE. This is a special notice that includes a REQUEST FOR INFORMATION (RFI) issued solely for information and planning purposes; it does not constitute a Request for Quote (RFQ) or Proposal (RFP) or promise to issue a solicitation in the future. This notice does not commit the Government contractually for any services or supplies whatsoever. Responders are advised that the United States Government will not pay for any information or administrative costs incurred in the response to this RFI. Not responding to this RFI does not preclude participation in a future solicitation if one is issued. If a solicitation is released, it may be posted to the System Award Management (SAM) website, but it is not guaranteed, and it is the responsibility of the potential offerors to monitor the Government website for potential solicitation and additional information pertaining to this requirement.
The proposed project consists of the following: The contractor will provide design build construction effort to demolish building 2A on NIST, Boulder, Campus. This project is to include disconnecting Building 2A from all utility services supplied to the building, mitigate existing mold in the building, complete demolition/ removal of Building 2A, return subgrade to elevation of adjacent soils, installation of new concrete sidewalk, new asphalt flatwork at vehicular surfaces, new parking striping on asphalt surfaces and safety lighting for this section of the parking lot in accordance with the statement of work (SOW). This requirement is assigned a NAICS code of 238910 - Site Preparation Contractors with the Small Business Administration (SBA) size standard of $19.0 million for the National Institute of Standards and Technology (NIST), Boulder, Colorado.
Submit Interest and Capability (to include cut sheets, drawings, previous installation examples, etc.) shall be limited to 20 pages (Times New Roman, 12-point font, 8-1/2 x 11. Cut sheets and drawings are acceptable as 11 x 17) and submitted via e-mail to the contract specialist listed in this notice.
All correspondence sent via e-mail shall contain a subject line that reads "Source Sought: B2A Demolition". If this subject line is not included, the e-mail may not get through e-mail filters.
Filters are designed to delete emails without a subject or with a suspicious subject or attachment.
Attachments with files ending in .zip or .exe are not allowable and will be deleted. Ensure only .pdf, .doc, .docx, .xsls, or .xls documents are attached to your e-mail. All other attachments may be deleted.
All responses must reach the point of contact no later than 4:00 PM Mountain on March 20, 2026, and must include the following information: company name; UEI, address; phone number, fax number, e-mail address, and business size status for the applicable NAICS. DRAFT STATEMENT OF WORK
Construction Services for B002a Demolition Project
I. BACKGROUND INFORMATION
The Department of Commerce (DOC), National Institute of Standards and Technology (NIST) campus is located in Boulder, Colorado and is a research & development facility. DOC also consists of National Oceanic Atmospheric Administration (NOAA) and National Telecommunications and Information Administration (NTIA) agencies on the NIST campus. The Office of Facilities and Property Management (OFPM) at NIST is responsible for maintaining and renovating spaces which consist of laboratories, office space and facilities maintenance areas, except the David Skaggs Research Center.
II. PURPOSE
The objective of this acquisition is to provide the minimum requirements for the NIST SITE B2A demolition project. This project is to include disconnecting Building 2A from all utility services supplied to the building, mitigate existing mold in the building, complete demolition/ removal of Building 2A, return subgrade to elevation of adjacent soils, installation of new concrete sidewalk, new asphalt flatwork at vehicular surfaces, new parking striping on asphalt surfaces and safety lighting for this section of the parking lot.
III. PLACE OF PERFORMANCE
Work will be performed at the US Department of Commerce (DOC) Boulder Laboratories campus at 325 Broadway, Boulder, CO in and around building 2a.
IV. SPECIFIC REQUIREMENTS
1. The Contractor shall coordinate with the Government Contracting Officer’s Representative (COR) all activities required throughout the duration of this task order.
The Contractor shall communicate with the COR and the Contracting Officer (CO) on all matters pertaining to the task order.
2. Contractor will provide and install temporary chain link fencing and safety barriers, as required to secure the site.
Task 1 – Demolish building 2a (Base Scope – CLIN 001)
1. The contractor will demolish building 2a including the superstructure, roof, mechanical and electrical equipment, foundation, building utility feeds, associated site improvements within the building footprint and the pavement around building 2a. Dispose of the demolition debris to an off-site facility.
2. Demolish all utilities, abandoned piping, and conduits within the demolition footprint.
Utility demolition includes removing utilities to:
a. Domestic water – demolish back to the supply from inside of building 2
b. Sanitary sewer – demolish back to the clean out. Modify as needed to seal and cap ¼” below grade

c. Electrical – demolish back to the electrical disconnect in building 2 basement.
d. Gas – demolish back to the where gas line tees off from the building 2 service. Cut and cap.
e. Telecomm – demolish back to the originating IT closet in building 2
Task 2 – Restore building 2a site (Base Scope – CLIN 002)
1. Backfill the foundation using approved CDOT Class 1 backfill compacted in 6 inch lifts to 95% maximum dry density on standard proctor test
2. Prior to asphalt operations, fine grade the subgrade to match the surrounding pavement.
Proof roll subgrade with minimum 20 Ton truck to verify that the subgrade is stable. The proof roll must be witnessed by a NIST representative.
3. Install 6” minimum CDOT Class 2 aggregate base compacted to 95% maximum dry density on standard proctor test.
4. Place asphalt, curb and gutter per NIST site standards. Asphalt replacement should extend 12” beyond the new aggregate base. Seal asphalt joints with hot applied single component joint sailing compound.
5. Where sidewalk previously provided access to building 2a connect sidewalk to the path North of building 2a.
6. Install 2 EA light poles and foundations. Refer to NIST site standards for requirements.
7. Stripe new parking lot spaces.
Safety on the NIST Campus NIST is committed to maintaining a work environment that safeguards the public and the environment, as well as personnel and property.
If the award requires construction, demolition, excavation, renovation, or other work for which the contractor directs and oversees contractor personnel (including subcontractors) at NIST-owned and operated sites, the contractor shall:
Provide a detailed, site-specific Safety Plan to the contracting officer within 7 days after award that describes how the contractor will maintain a safe work environment and comply with applicable Occupational Safety and Health Administration (OSHA) standards, as well as with applicable state and local laws, standards, and codes.
The Safety Plan shall specify how the company’s policies and practices will comply with each of the applicable standards, laws, and codes.
The contracting officer will provide written comments regarding the plan to the contractor within seven (7) days of receipt and will require the contractor to submit a revised safety plan within seven (7) days after that to the contracting officer for their
National Institute of Standards and Technology Acquisition Management Division 325 Broadway, MS 164 Boulder, CO 80305-3328 review. This cycle may be repeated, if necessary, until the contracting officer determines the safety plan to be acceptable.

Safety-Related Equipment The Contractor shall:
Provide all safety-related equipment required to perform the work under this award, including personal protective equipment (PPE) and other equipment that is required or appropriate to protect contractor personnel and other personnel on the NIST campus.
Contractor-provided personal protective equipment shall include, at a minimum, hard hats, safety shoes, safety glasses (prescription or standard), respiratory protection (powered air purifying respirator or full-face mask respirator), high visibility clothing and gloves that meet applicable OSHA standards for PPE.
Training The Contractor shall:
Provide safety-related training required by applicable OSHA, state and local regulations or standards to affected contractor personnel (including subcontractor personnel) that perform work under this award. Such training may include, for example, training for proper use of PPE, respirator use, fall protection, crane operation, forklift operation;
electrical safety, or other safety-related topics.
Maintain records of safety training provided to contractor personnel (including subcontractor personnel) that perform work on this award. The contractor shall make those records available to the contracting officer, contracting officer’s representative for the award, or other authorized personnel within 7 days of receipt of their written request, and annually thereafter or upon request.
Require contractor personnel (including subcontractors) to attend required NIST-specific health or safety training that is required by the award.
Health Hazard Assessments and Medical Evaluations The Contractor shall:
Provide required health hazard exposure assessments, medical evaluations and screenings, and exposure monitoring required by applicable OSHA requirements.

Ensure PII information is protected.
Homeland Security Presidential Directive (HSPD)-12 The Contractor (and/or any subcontractor) and its employees who require physical access to NIST facilities or logical access to NIST IT networks or systems must comply with Homeland Security Presidential Directive (HSPD)-12, Policy for a Common Identification Standard for Federal Employees and Contractors; OMB M-05-24; OMB M- 19-17; FIPS 201, Personal Identity Verification (PIV) of Federal Employees and Contractors; NIST HSPD-12 policy; and Executive Order 13467, Part 1 §1.2.
5. Roster
The Contractor (and/or any subcontractor) must submit a roster by name, position, e-mail address, phone number and responsibility, of all staff working under this acquisition where the Contractor will develop, have the ability to access, or host and/or maintain a government information system(s).
The roster must be submitted to the COR and/or CO within 14 days of the effective date of this contract. Any revisions to the roster as a result of staffing changes must be submitted within 14 days of the change. The COR will notify the Contractor of the appropriate level of investigation required for each staff member. If the employee is filling a new position, the Contractor must provide a position description, and the Government will determine the appropriate suitability level.
Position Sensitivity Designations Requirement All Contractor (and/or any subcontractor) employees must obtain a background investigation commensurate with their position sensitivity designation that complies with Parts 1400 and 731 of Title 5, Code of Federal Regulations (CFR).
V. GENERAL REQUIREMENTS
Include all requirements that are not specific tasks but are applicable to the overall contract and the work that will be performed. For example, IT Security, Government Property, Public Affairs Clearance, OMB clearance, printing, data rights, etc.
REQUIREMENTS FOR CONTRACTOR PERSONNEL
Identify all qualifications that the Contractor and/or their personnel working on this contract must possess.
Safety: The Contractor employee must be responsible for knowing and complying with all installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.

Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and is shown to the armed Security Police when entering the campus.
Identification Badges: Contractor employees must comply with NIST identification and access requirements. Each Contractor employee must wear a visible identification badge provided by the NIST Security Office.
VI. DELIVERABLES
1. Quality Control Plans and Site-Specific Safety Plans shall be submitted no later than 30 days after award.
2. Notice to Proceed will not be issued until the contractor’s Site-Specific Safety Plan has been accepted.
3. If not included in the proposal, a schedule of values shall be submitted no later than 30 days after award.
Standards of Acceptance: The NIST POC or COR shall review all the above deliverables and respond with an acceptance or an email with request for revision to the Contractor Point of Contact (POC) within 15 business days of receipt of a deliverable.
• The Contractor shall provide a submittal log and submittals in formats approved by the
COR.
• Contractor is not to include any contact information in the specifications or drawings.
• The Contractor shall provide all architectural and engineering associated with the project, including stamped construction drawings and specifications.
• Detailed as-builts in PDF format shall be provided.
• The Contractor shall review, and field verify all existing facility documentation provided by NIST.
VII. PAYMENT SCHEDULE
The Contractor will be paid, in accordance with the payments clause in the contract and as otherwise noted in this document, upon receipt of a proper invoice.
1. 100% after installation and acceptance by the POC of fully installed system, AND
2. After the successful completion of the testing requirements set forth in this document under section set forth in this document, AND
VIII. SITE MOBILIZATION
1. NIST shall provide the Contractor with the area for construction and staging activities shown in the attached staging drawing. Additional storage areas on the NIST campus may be available to the Contractor if approved by NIST. Refer to NIST Boulder General Contractor Requirements.

IX. SUBMITTALS
Contractor shall provide the following submittals to the COR for approval. NIST shall have up to 14 calendar days to review and return the submittal to the contractor.

• Contractor shall provide submittals through a NIST approved, secure electronic site accessible by NIST.
X. SECURITY REQUIREMENTS
1. No Government-furnished tools, equipment, or devices shall be removed from the NIST site.
2. The contractor (including subcontractors) shall be responsible for properly protecting all information used, gathered, or developed as a result of work under this contract.
3. The data shall not be used for any other purpose other than that specified in the contract. Any information made available to the contractor by the Government shall be used only for the purpose of carrying out the requirements of this contract.
4. If the contractor (including subcontractors) anticipates using external information system services provided by third-party entities, the contractor shall ensure that external information system meets the security standards as described in NIST Special Publication 800-53 and shall be maintained throughout the duration of the contract.
5. At the completion of the contract, all Government data shall be returned to NIST, or if return is not feasible, destroy and do not retain any copies of Government data such as backup copies created at the contractor (including subcontractors) site (and certify in writing to NIST that such return or destruction has been completed).

Quality Assurance

1. Comply with all applicable requirements from federal, local, and state regulations and ordinances concerning shoring, bracing, or sloping of excavations and safety of workers.
2. All inspections and testing, including special inspections, required to complete the scope of work will be performed by an independent testing and inspection agency employed by the contractor and approved by the contracting officer as having the competence necessary to perform the work.
