Sources Sought

2021 Utah Orphan Well Plugging & Remediation

This project scope consists of well plugging and abandonment and surface remediation of 8 orphaned wells. The eight wells are located in Utah; one in Summit County, two in Emery County and five in Grand County. In accordance with the requirement of 43 CFR 3162.3-4 (a)

(b) and per Section XII of the Bureau of Land Management Onshore Oil and Gas Order No. 1, III., XII., A., B., these wells must be plugged and abandoned (P&A), the equipment must be salvaged, and the surface must be reclaimed.

The estimated magnitude of construction is $1,000,000 - $5,000,000.

The applicable North American Industry Classification System (NAICS) code assigned to this requirement is 213112, Support Activities for Oil and Gas Operations. The government contemplates soliciting this as a commercial services RFP under the procedures set forth in FAR Parts 12 –Commercial Items/Services, and 15-Contracting by Negotiation. The small business size standard is $41.5 million. FAR 52.219-14, Limitations on Subcontracting, will apply wherein at least 50 percent of the work must be performed by the small business prime contractor and similarly situated small business subcontractors.

BLM is inviting interested parties to complete this survey (full link at bottom of this notice). THERE IS NO SOLICITATION AT THIS TIME. This Sources Sought is intended as a means of conducting market research, which will help determine the best method for the anticipated solicitation and subsequent award.

This announcement is issued solely for information and planning purposes, which will help determine the best method for the anticipated solicitation and subsequent award. It does not constitute a Request for Proposal (RFP) or solicitation nor a promise to issue a solicitation in the future. This request does not commit the Government to contract for any supplies or services whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this announcement; all costs associated with responding will be solely at the interested party’s expense. Not responding to this announcement does not preclude participation in any future solicitation, if any is issued. If a solicitation is released, it will be synopsized on the Sam.gov. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement.

Responses to this notice will inform whether and how this requirement may be set aside for small business competition.
