PURPOSE: By way of this Sources Sought Notice, the USACE-Omaha District intends to determine the extent of capable small business or other than small business firms that are engaged in providing the requirement described hereunder.
The responses to this notice will be used for planning purposes for upcoming procurements. Therefore, this notice does not constitute a Request for Proposal (RFP), Quotation or Bid; it does not guarantee the future issue of an RFQ/RFP/IFB;
nor does it commit the government to contract for any supply, service, or construction. There is no solicitation currently available.
Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice. All costs associated with responding to this Notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Sources Sought Notice.
PROJECT DESCRIPTION: “Construct Tool and Die Facility” Iowa Army Ammunition Plant (IAAP), Middletown Iowa. Renovate an existing tool and die facility along with plastics lab and processing areas. The project includes renovation of the existing facility as well as adding an additional 56,000 SF industrial facility. The project includes moving old equipment from the existing facility and purchasing new equipment and moving it into the new facility. See attached IAAP Design for details.

Small Businesses are reminded under FAR 52.219-1(c) (1), Limitations on Subcontracting. Prior Government contract work is not required for submitting a response to this Sources Sought synopsis.
Project Period of Performance: 630 calendar days after Notice to Proceed (NTP).

REQUIRED INFORMATION TO BE SUBMITTED IN RESPONSE TO THIS NOTICE:

2. Is your company currently Registered in SAM? If so, please provide Unique Entity Identifier (UEI) from the System for Award Management (SAM)

4. Please state whether your company is classified by the Small Business

CAPABILITIES and SUBMISSION REQUIREMENTS:
1. What capabilities does your company have in constructing manufacturing facilities, procurement of specific machining equipment and the installation of machining equipment?
2. Does your company have experience installing a Photovoltaic (PV) system larger than 50kW DC?
3. Does your company employ a NABCEP certified PV Installation Professional
(PVIP)?
4. Does your company have experience installing/working with networked lighting controls (NLCs)?
5. Does your company have experience moving/installing industrial (tool and die) equipment with weights ranging from 20,000 pounds - 50,000 pounds?
6. Does your company have experience installing overhead cranes with a range from 2 tons – 10 tons?
7. Does your company have any time-sensitive constraints or scheduling concerns that could impact this project timeline?

SUBMISSION REQUIREMENTS:
Please provide a capabilities statement no more than three (3) 8.5"x 11" size electronic pages with 1-inch margins and using a minimum of 10-point Times New Roman font.
1. A brief capabilities narrative describing the interested firm's ability to meet anticipated contract requirements as described in above description.
2. A brief narrative describing one project the interested firm has completed that is similar in size, scope, cost, and complexity to the anticipated contract requirements described above.
SUBMISSION DETAILS:
All interested, capable, qualified, and responsive Prime contractors under NAICS code 236210 - Industrial Building Construction are encouraged to reply to this request.
Responses are requested only from: POTENTIAL PRIME CONSTRUCTION CONTRACTORS ONLY. Email responses are required.
Please include the following information in your response/narrative:
•Business size to include any official teaming arrangements as a partnership or joint venture •Details of similar projects as described in the description and state whether you were the Prime or Subcontractor •Start and end dates of referenced construction work •Project references (including owner with phone number and email address) •Project cost, term, and complexity of job •Bonding capability - Specifically, identify the capacity of performance and payment bonds. Single project bonding capabilities and aggregate bonding capabilities.
In accordance with DFARS 236.204, the magnitude of this project is expected to range between $25,000,000.00 and $100,000,000.00

Note that the Government will not be responding to inquiries about the proposed solicitation at this time. Your responses and comments will be used by Government personnel to assess the viability and scope of the proposed solicitation and will be kept in strictest confidence.
