SOURCES SOUGHT NOTICE

Defense Information Systems Agency Travel Telecommunications Services - V

The Defense Information Systems Agency (DISA) is seeking sources for the DISA Travel Telecommunications Services (DTTS) V contract.

INTRODUCTION:

This is a SOURCES SOUGHT NOTICE to determine the availability and technical capability of small businesses and large businesses (including the following subsets: Small Disadvantaged Businesses, certified 8(a), Service-Disabled Veteran-Owned Small Businesses, HUBZone Small Businesses and Woman-Owned Small Businesses) to provide the required products and/or services.

DISA is seeking information from potential sources for a range of telecommunications services supporting the travel mission requirements of a DISA Field Element. DISA leases temporary commercial telecommunications services to support the Contiguous United States (CONUS) travel mission of a DISA Field Element. Currently DISA acquires temporary commercial telecommunications services through the existing DTTS-IV contract; it provides for the installation, activation, relocation (if necessary), termination, and removal of services at locations throughout CONUS, Alaska, & Hawaii.

The DTTS-V contract is for the leasing and provisioning of temporary telecommunications circuits, which will include telecommunications circuits consisting of voice and data. The Contractor shall be responsible for the timely installation, activation, maintenance and deactivation of temporary voice, and data services. The attached draft Performance Work Statement (PWS) is subject to change and is for informational purposes only.

The anticipated Period of Performance is 12 months from the date of contract/order award with four (4) option periods of 12 months each.

The anticipated Place of Performance is CONUS, Alaska, and Hawaii.

CONTRACT/PROGRAM BACKGROUND:

Contract Number: HC1013-20-D-0002 Contract Vehicle: Single Award Indefinite Delivery/Indefinite Quantity via Open Market Incumbent and their size: AT&T Technical Services Company, Inc. (Large Business) Method of previous acquisition: Full & Open Competition Period of performance: 01 October 2020 – 30 September 2025

REQUIRED CAPABILITIES:

The DTTS-V Contractor shall provide temporary commercial telecommunications circuits (Measured Business Lines, Dry Pairs and Internet) to locations throughout the CONUS, Alaska, and Hawaii.

The DTTS-V Contractor shall meet the following operational and program requirements:

1) The Contractor must be staffed to receive requirements 24 hours a day / 7 days a week / 365 days a year (24/7/365) and to respond to a DITCO Contracting Officer within 30 minutes with receipt of order. Contractor shall contact the DISA Trip Lead within four

(4) hours with the name and contact information of the Contractor’s Representative at the mission site who will be representing the DISA Field Element. Contractor must be proactive, responsive, and thorough during the entire mission (24/7). Please describe your company’s experience and provide a detailed example of the ability to be staffed 24/7/365 to receive requirements and provide communications IAW the established timelines.

2) Services shall be installed, tested, and operational by the required service date. Please describe your company’s experience in installing and testing Measured Business Lines, Dry Pairs, and Internet (768K/3MB, 6MB/6MB, 20MB/20MB, 100MB/100MB) in CONUS, Alaska, and Hawaii and the ability to install and test up to 200 lines per mission.

3) The Contractor must be prepared to provide mission requirements during standard and surge periods. During a standard period, the Contractor must provide a maximum of 25 missions simultaneously at various locations across the CONUS, Alaska, and Hawaii with ten (10) requiring a Contractor Representative to be physically present at the mission. During a surge period, the Contractor must provide a maximum number of 45 missions with five (5) requiring a Contractor Representative to be physically present at the mission. Surge periods will not exceed 60 days. The Contractor Representative shall be responsible for ensuring the installation, activation, and deactivation services as required by the DISA Trip Lead. The Contractor Representative may be an employee of

Page 3 of 4 Pages the contractor or sub-contracted personnel. Please describe your company’s experience to provide services and Contractor Representatives during both standard and surge periods for each simultaneous mission.

4) Travel shall be in accordance with FAR Part 31 and the Financial Management

Regulation (FMR). Please describe any experience with travel IAW FAR Part 31 and the FMR as well as the ability to comply with travel requirements as outlined in the PWS.

SPECIAL REQUIREMENTS:

a) Contractor must be available 24/7/365.

SOURCES SOUGHT:

The North American Industry Classification System Code (NAICS) for this requirement is 517111 (https://www.census.gov/naics/), with the corresponding size standard of 1,500 employees (https://www.sba.gov/document/support--table-size-standards). This Sources Sought is requesting responses to the following criteria from large and small businesses that can provide the required services under the NAICS Code.

In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications.

Responses must demonstrate the company’s ability to perform in accordance with FAR clause 52.219-14, Limitations on Subcontracting.

To assist DISA in determining the level of participation by small business in any subsequent procurement that may result from this Sources Sought Notice, provide information regarding any plans to use joint ventures (JVs) or partnering. Please outline the company's areas of expertise and those of any proposed JV/partner who combined can meet the specific requirements contained in this notice.

Interested businesses should submit a brief capabilities statement package addressing the specific questions above (no more than five pages) demonstrating the ability to perform the services listed under Required Capabilities.

Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. All submissions https://www.census.gov/naics/

All government and contractor personnel reviewing submitted responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as pursuant to 41 USC 423.
