The Department of Veterans Affairs, Veterans Health Administration (VHA), Network Contracting Office 19 (NCO 19) is conducting a market survey and is seeking potential sources for Temperature, Humidity, and Pressure Monitoring System in accordance with the attached Statement of Work (SOW). This Sources Sought Notice is issued for information and planning purposes only. This is not a solicitation or a request for proposal and shall not be construed as an obligation or commitment by the Government. An award will not be made on any offers submitted in response to this notice, and it shall not be implied the Government is committed to providing any solicitation or award following this notice. The Government will not pay for any information received in response to this request, nor will the Government compensate a respondent for any costs incurred in developing the information provided.

Responses shall be submitted to Bruce Bentley, bruce.bentley@va.gov, no later than 4:00PM EDT on Tuesday, 4 August 2020.

This notice is intended strictly for market research. The purpose of this Sources Sought Notice is to determine interest and capability of potential qualified sources of supply and determine the socioeconomic size classification of the supplier and manufacturer of the end item.

Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. This notice shall not be construed as a commitment by the Government to issue a solicitation, or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued.

STATEMENT OF WORK (SOW)

Temperature, Humidity, and Pressure Monitoring

Background The Eastern Oklahoma Veterans Health Care System has a requirement for Temperature, Humidity, and Pressure Monitoring that is TRM (Technical Reference Manual) approved for the main campus and outlying CBOC (Community Based Outpatient Clinic)locations to be compliant with VA Directives 1761 and 1116 which identify monitoring requirements. Directives are published and available through VA publications at va.gov/vapubs/.

Description System must be a remote wireless monitoring system that allows 24/7 remote monitoring. The software must monitor against preset conditions that are defined by the user and can additionally provide alerts through more than one method. System must provide instant alert notifications that require acknowledgement as well as corrective actions. The software must include three alert types: Sensor Alarm, Battery Alarm, and Communication Alarm. Data should be stored in a Microsoft Structured Query Language (SQL) Server database. Transmitter information recorded to the database is time-stamped and cannot be altered through the user interface.

This system supports and monitors all refrigerators, freezers and warmers for the facility to ensure that medications, lab specimens and food are maintained at proper temperature. Contractor shall be responsible for managing the system and making necessary changes. Contractor to provide all equipment, transportation, labor, and licenses to install monitoring system. Contractor under this agreement shall provide onsite calibration services for the temperature monitoring probes for the Eastern Oklahoma VA Health Care System (EOVAHCS). Contractor should include all designs and full implementation of the system.

Base system requirements are as follows:

14 each - Base Stations 10 each - Repeaters 128 each - Internal Temp/Humidity Transmitters 78 each - NIST Traceable Pressure Monitors 122 each - Internal/External Temp transmitters 122 each - Probes 3 each - NIST Temperature Probes 3 each - NIST Internal/External Transmitter

Delivery Warehouse: Jack C Montgomery VAMC 1011 Honor Heights Drive Muskogee, OK 74401

The contractor will have all the products delivered and in place at Jack C. Montgomery VAMC. Contractor delivery of equipment shall take place between the hours of 0800 -1500, Monday through Friday. Contractor shall not be required, nor is authorized to perform any work on the following U.S. Government Federal holidays:

New Year's Day, Martin Luther King Jr's Birthday, Washington's Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day
