About this file
These Technical Specifications detail the requirements for rewinding electric motors for fish pumps at Lower Granite Lock and Dam. The project involves refurbishing three fish pump motors: two 800 horsepower single-speed motors and one two-speed 350/800 horsepower motor. Each motor, weighing approximately 11,000 lbs, will be rewound with a Class-H rewind by an EASA certified motor repair shop, using a qualified motor insulation system with Vacuum Pressure Impregnation (VPI) method. Delivery requirements specify shipments are only allowed Monday-Thursday from 7:00am to 4:00pm, with motors to be delivered to Lower Granite Lock and Dam in Pomeroy, WA 99347. The rewind services will be performed one motor at a time, with completion timelines dependent on current industry lead times.
The document also includes extensive security requirements for contract personnel, including mandatory security awareness training within 30 days of contract award, compliance with Force Protection and Health Protection measures, physical access control procedures, and pre-screening of candidates using the E-Verify Program. Contract personnel will be subject to background checks through the National Crime Information Center and Terrorist Screening Database, and must comply with all site-specific security procedures at the US Army Corps of Engineers installation.

TECHNICAL SPECIFICATIONS
LOWER GRANITE LOCK AND DAM
FISH PUMP REWIND AND BEARING REDESIGN
1.0 INTENT
These specifications outline the requirements for the rewind and bearing redesign of fish pumps at Lower Granite Dam. The aim is to improve the reliability and performance of the pumps, ensuring uninterrupted fish passage.
This Technical Specification serves as the basis for solicitation of bids. Lower Granite Project staff will install the items listed below.
2.0 SCOPE
There are three fish pumps at Lower Granite Lock and Dam. Two of these pumps are driven by 800 horsepower single speed motors and the third driven using a two-speed 350/800 horsepower motor. For each pump, the Contractor shall rewind the motors. The Contractor shall be required to deliver the items to Lower Granite by the date shown in Section 5.0 Delivery Requirements. The Contractor shall provide documentation and other items as stated in the specifications.
3.0 ACTIONS:
3.1 ACTION 2: REWIND ELECTRIC MOTORS
Electric motors will be taken offline by project personnel and placed in a position that the contractor can adequately package and ship the motor to the rewind facility. The windings will be refurbished with a Class-H rewind by an EASA certified motor repair shop and load tested. Motor insulation will use a qualified motor insulation system with the Vacuum Pressure Impregnation (VPI) method. The electric motor will be delivered to the project upon satisfactory test results. This will repeat for all three motors. The timing of this is discussed in Section 5.0 below. Each electric motor is approximately 11,000 lbs.
