REPLACEMENT OF THE LOW FLOW AND WET WELL GATES

SKIATOOK LAKE, OKLAHOMA

This is a SOURCES SOUGHT announcement, a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Respondents will be notified of the results of the evaluation upon request.

The U.S. Army Corps of Engineers – Tulsa has been tasked to solicit for and award a contract for replacing the low flow and wet well gates at Skiatook Lake, Oklahoma. The type of set-aside decision to be issued will depend upon the capabilities of the responses to this synopsis.

The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the small business community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB) and Women-Owned Small Business (WOSB). The government must ensure there is adequate competition among the potential pool of responsible contractors. Small businesses, Section 8(a), HUBZone, SDVOSB and WOSB businesses are highly encouraged to participate.

Skiatook dam is located at river mile 14.3 on Hominy Creek, a tributary of Bird Creek in the Verdigris River Basin. The dam is located about 5 miles west of Skiatook in Osage County, and about 18 miles northwest of Tulsa, Oklahoma.

The spillway is uncontrolled type and is located in the right abutment. The outlet works include a gate tower with selective intakes and 10.5 feet conduit tunneled through the right abutment (Figure 1). There are two 4.67 feet by 10.5 feet gates in the conduit. In addition, there is 3.17 feet by 6.125 feet low flow sluice gate and a 36-inch dimeter water supply pipe in the outlet works. The outlet works have a design capacity of 4,400 cfs.

Scope of Work:

The tentative Base Bid work includes the following:

1. Remove existing ladder in the north and south wet well.

2. Remove and dispose existing low flow gate. Design, construct, and install new Low Flow Gate and appurtenances.

3. Replacement gate for low flow gate must be fabricated from A709 structural steel.

Gate design is to be in accordance with Engineering Manuals (EMs), Engineering Regulations (ERs) and Engineer Technical Letters (ETLs) as per USACE Criteria and Industry standards, and UFGS technical specifications.

Constraint: Bridge crane cannot access the cylinder and bonnet of the low flow gate during the construction. The existing cylinder of the service gate next to it may have to be removed temporarily to provide access to the cylinder of the low flow gate. This will enable removal of the existing low flow gate and lowering the new low flow gate to the lower floor level where the gate cylinders are located. A portable crane may also be required to accomplish this task.

The tentative Options includes the following:

Construction Requirements:

There is one 5 feet x 8 feet, and one 5 feet x 5 feet bulkheads available for use in the replacement of existing gates. Existing monorail crane will be utilized to erect and keep the bulkhead in place in the slot. Due to this, Government anticipates staged construction where Contractor will replace one existing gate in one wet well at any one time starting from the top most gate and working downwards.

Limitations on the Use of bulkheads:

The 5 feet x 8 feet bulkhead can be used as personnel protection without in-depth inspection records in the wet wells when the pool elevation is 745 feet or lower.

The 5 feet x 5 feet bulkhead can be used as personnel protection without in-depth inspection records in the wet wells when the pool elevation is 723 feet or lower.

When replacing the inlet gates of one wet well, the low flow outlet gate for the corresponding wet well and low flow outlet gate should be open to convey the leaking water. The low flow outlet gate for other wet well should be closed.

When replacing the low flow outlet gate of one wet well, the low flow outlet gate for the other wet well should be closed and the main low flow outlet gate should be open. All other inlet gates of that wet well should be closed.

In addition, there are gate lifting constraints in the wet wells since the existing wet well inlet gates do not line up with the grating in the floor above. The Government anticipates temporary work platforms to facilitate personnel action, material movement and gate replacement. Contractor is required to utilize portable cranes to lift the existing gates to the surface and to lower the new gates to the platform below. Submit hoisting plan detailing means and methods of hoisting materials and personnel developed and sealed by Designer of Record (DOR).

Additionally, Contractor personnel must be made available to the Government at any time during work hours, or on call during the non-work hours, to operate the Contractor's hoisting equipment in case of emergencies or a Government determined operational need.

These activities are considered part of this contract and will be at no additional cost to the

Government.

The Contractor must be responsible for operating the gate operators as required for the performance of this contract. The Government will be responsible for operating the gate operators for any operational requirements of the lake project. Both the Contractor and Government representatives must be on all clearances. Contractor personnel on any clearance must be onsite or available on call to arrive at the worksite within two hours.

The Contractor must give the Government 48 hours’ notice of all planned changes in any clearance.

Specialized Experience Required:

The QC Manager must possess at least a bachelor’s degree in engineering, architecture, or construction management, with a current professional engineer registration in a US State or Territory and a minimum of 10 years construction experience as a Project Superintendent, QC Manager, Project Manager, Project Engineer or Construction Manager on similar size and type construction Contracts which included the major trades that are part of this Contract. The individual must have at least 4 years’ experience as a QC Manager. The individual must be familiar with the requirements of EM 385-1-1 and have experience in the areas of hazard identification, safety compliance, and sustainability.

The QC Manager and all members of the QC organization must be capable of reading, writing, and conversing fluently in the English language.

Project Specific Constraints and Challenges:

There is one 5 feet x 8 feet, and one 5 feet x 5 feet bulkhead available for use in the replacement of existing gates. These bulkheads are normally attached to the trash rack H frame at the trash rack locations. Existing trash rack H frames in both wet wells are missing sections and are not full length.

Existing monorail crane does not have capacity to support the trash rack with bulkheads in the slot. Due to this, repair work on trash racks and monorail crane will have to be done first before bulkheads could be installed in the trash rack. Government anticipates staged construction where Contractor will replace one existing gate in one wet well at any one time starting from the topmost gate and working downwards.

When replacing the inlet gates of one wet well, the low flow outlet gate for the corresponding wet well and low flow outlet gate should be open to convey the leaking water. The low flow outlet gate for other wet well should be closed.

When replacing the low flow outlet gate of one wet well, the low flow outlet gate for the other wet well should be closed and the low flow outlet gate should be open.

In addition, there are gate lifting constraints in the wet wells since the existing wet well inlet gates do not line up with the grating in the floor above. The Government anticipates temporary work platforms to facilitate personnel action, material movement and gate replacement. Contractor may be required to utilize portable cranes to lift the existing gates to the surface and to lower the new gates to the platform below. Submit hoisting plan detailing means and methods of hoisting materials and personnel developed and sealed by Designer of Record (DOR).

Additionally, Contractor personnel shall be made available to the Government at any time during work hours, or on call during the non-work hours, to operate the Contractor's hoisting equipment in case of emergencies or a Government determined operational need. These activities are considered part of this contract and will be at no additional cost to the Government.

The Contractor shall be responsible for operating the gate operators as required for the performance of this contract. The Government will be responsible for operating the gate operators for any operational requirements of the lake project. Both the Contractor and Government representatives shall be on all clearances. Contractor personnel on any clearance shall be onsite or available on call to arrive at the worksite within two hours. The Contractor shall give the Government 24 hours’ notice of all planned changes in any clearance.
