Sources Sought Synopsis Summary

This is a Sources Sought Synopsis issued by the Department of Veterans Affairs, Network Contracting Office (NCO) 21, for market research purposes to identify potential vendors capable of providing residential care and case management services for homeless Veterans. The Government is seeking Service-Disabled Veteran-Owned Small Businesses, Veteran-Owned Small Businesses, and other Small Businesses to operate a licensed Residential Care Facility for the Elderly (RCFE) in California. Responses are not offers and do not obligate the Government to issue a solicitation or award a contract. Vendors must be registered in SAM.gov and are responsible for all costs associated with responding.

The primary service requirement is to provide residential care including Activities of Daily Living (ADL) and Independent Activities of Daily Living (IADL) assistance for Veterans, along with case management services to improve income, health care access, and permanent housing placement. The facility must hold a valid adult and senior care facility license from California and be located in Contra Costa, Solano, Yolo, Sacramento, or West Placer Counties, with a minimum one-year establishment in the required zip codes. The contract will accommodate 1 to 5 beds, beginning with 4 beds for both men and women, with an anticipated start date of September 30, 2026, and a five-year period of performance. Vendors must submit completed response forms by May 15, 2026, at 12:00 PM PST to Emily.Trinh@va.gov. The market research pricing request seeks estimates for 1,460 day-units of emergency housing services at a licensed adult and senior care facility. The Service Contract Act will apply, invoices will be accepted on a monthly basis only, and small businesses must comply with the 50 percent personnel cost limitation on subcontracting requirements.
