140R4024R0012 - SOURCES SOUGHT NOTICE

Hydrographic Data Collection Indefinite Delivery/Indefinite Quantity Contract

NOTICE: THIS IS NOT A SOLICITATION, BUT RATHER A SOURCES SOUGHT SYNOPSIS TO DETERMINE POTENTIAL SOURCES FOR INFORMATION AND PLANNING PURPOSES ONLY. NO FORMAL SOLICITATION FOR THIS WORK EXISTS AT THIS TIME.

The Bureau of Reclamation (Reclamation), Upper Colorado Basin Region, is seeking responsible sources having capabilities to perform Architect and Engineering Services in accordance with Federal Acquisition Regulation (FAR) Part 36. Reclamation’s intent of this announcement is to identify qualified and experienced sources for professional hydrographic surveying services and other engineering services within the Upper Colorado Regional boundary as described in the attached DRAFT Statement of Work. The boundary of the Upper Colorado Region encompasses all or parts of Arizona, Colorado, Idaho, Nevada, New Mexico, Texas, Utah and Wyoming. Reclamation anticipates the majority of work activities will be performed along the Middle Rio Grande corridor in New Mexico. Based upon responses to this announcement, the Government may determine to set this acquisition aside or proceed with an unrestricted solicitation.

The applicable North American Industry Classification System (NAICS) Code is 541370, Surveying and Mapping (except Geophysical) Services, and the related small business size standard is $19.0 million. The Product Service Code is R404, Support-Professional: Land Surveys-Cadastral (Non-Construction).

This notice is not a request for proposals or SF-330’s and the information presented in this announcement will not obligate Reclamation in any manner.

The anticipated contract method is an Indefinite Delivery/Indefinite Quantity contract with a total contract ceiling amount of approximately $40 million over five years.

All Small Business Sources are encouraged to respond with their capabilities statement if your company is interested and can demonstrate the firm’s ability, capability, and responsibility to provide the services detailed in the attached DRAFT SOW.

Interested Small Business Sources should include the following information in their capabilities statement response:

(a) Business name, address, cage code, and point of contact information.

(b) Unique Entity ID from SAM.gov.

(c) Business Size and Type: 8(a), HUBZone, Women-owned, Service-Disabled Veteran- Owned, Indian Small Business Economic Enterprise, Small Business, etc.

(d) Evidence of your experience performing work that is similar and relevant to the type and scope of work in the DRAFT SOW within the last three years. The evidence should include the following: contract numbers, project titles, dollar amounts and points of contact with email and telephone numbers. Please do not include more than five past projects. All businesses are encouraged to limit responses to no more than 10 pages in length.

This is NOT a request for Offerors to provide an SF-330 in response to this Sources Sought Notice and is NOT to be construed as a commitment by the Government. Responses to this Sources Sought Notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to this Sources Sought Notice. No reimbursement will be made for any costs associated with providing information in response to this notice. When it is determined that a formal solicitation will be issued, a Pre-Solicitation Notice will be posted on SAM.gov.

Responses to this Sources Sought Notice are strictly voluntary and will not in any way effect the ability to submit a proposal or offer, nor will it have any effect on the evaluation of any contractor’s response to a future solicitation should one be issued.

Responses to this notice should be submitted via email to Tina Villegas at tvillegas@usbr.gov by 5:00 p.m. (MDT) on Friday, April 5, 2024. Prospective Contractors must be registered and must maintain an active registration in the System for Award Management (SAM), as required by FAR 4.1102. Prospective contractors must be registered in SAM prior to submitting a proposal. Lack of registration in the SAM database will make an offeror ineligible for prospective award. Information on SAM registration can be obtained via the internet at http://www.sam.gov.
