About this file

This Sources Sought Synopsis is for the Global Positioning System (GPS) Control-Segment Sustainment III (GCS III) contract, issued by the United States Space Force Space Systems Command. The anticipated Indefinite Delivery/Indefinite Quantity (IDIQ) contract will have a five-year ordering period starting in mid-2028, with a six-month transition period and possible six-month extension. The primary scope includes systems engineering, software sustainment, cybersecurity engineering, operations support, and hardware/software maintenance for the GPS Control Segment at multiple global locations including master control stations, ground antennas, and monitoring stations.

The government seeks industry capabilities for tasks such as satellite constellation command and control system modifications, software development and testing, cyber monitoring and risk management, technical order development, training execution, and program management. Responses are due by July 31, 2025, with small businesses and small disadvantaged businesses particularly encouraged. The North American Industry Classification System (NAICS) code is 517810 with a small business size standard of $40M. Interested parties must submit a 10-page Statement of Capability (SOC) demonstrating relevant experience and ability to perform mission-critical tasks at multiple international sites, with the ability to begin work immediately after the transition period.

15. Description:

a. This source sought notice is for the Government to determine market capabilities of potential offerors to compete for execution of the GCS III contract, as the Next Generation Operational Control System (OCX) transitions to operations. The GCS III contract is contemplated to be awarded as an IDIQ. The scope of this effort includes systems engineering, software sustainment engineering, cybersecurity engineering, operations support to the 2nd Navigation Warfare Squadron, system modifications, and organizational-level and depot-level hardware and software maintenance services for GPS Control Segment. The 31st Sustainment Squadron intends to award the GCS III contract with a five-year ordering period in mid-2028, with a six-month contract transition period and a possible six-month extension of services. The Government is likely to award the contemplated scope as multiple task orders to account for any transition risk and/or changes in scope throughout the PoP. Contractor management and execution of GCS III shall be located in El Paso County, CO.

16. The following are representative of primary GCS III tasks:

a. Provide systems engineering services necessary for the sustainment of operations at the GPS Master Control Station (MCS) at Shriever Space Force Base (SSFB), Colorado; Alternate Master Control Station (AMCS) at Vandenberg Space Force Base (VSFB), California; Ground Antennas (GAs) at Ascension (ASCN), Kwajalein (KWAJ), Diego Garcia (DIEGO), and Cape Canaveral (CAPE); and Monitoring Stations (MSs) at globally distributed remote sites (CAPE, ASCN, DIEGO, KWAJ, United States Naval Observatory (USNO), Colorado Springs, Hawaii, Alaska, Ecuador, Uruguay, United Kingdom, South Africa, Bahrain, West Australia, South Australia, South Korea, and New Zealand).

(1) Demonstrate and/or discuss capabilities related to space-based positioning, navigation, and timing systems design, integration, test, and operations.

b. Modify, procure, fabricate, integrate, and test hardware and software to complete operations support and sustainment modifications to the systems of the GPS control segment at the MCS, AMCS, and remote sites.

(1) Demonstrate or discuss capabilities related to modifying, sustaining, and operating a satellite constellation’s command and control system. Describe examples that demonstrate capabilities to study, solution and implement significantly complex modifications.

(2) Demonstrate and/or discuss examples of software modification pipelines, testing, and promotion cycles for modifications into operations. Discuss change management approaches, regression testing methods, and technical order and training updates to demonstrate a holistic approach to operational capability.

(3) Demonstrate experience in sustaining test assets and a fully developed software factory with sufficient capacity to develop, test, and release simultaneously.

c. Provide organizational-level hardware and software maintenance support at the MCS and AMCS, and depot-level hardware and software maintenance at the MCS, AMCS, and remote sites. Depot-level maintenance support to include Programmed Depot Maintenance (PDM), Technical Assists (TAs), Urgent Depot Level Maintenance (UDLM), and Emergency Depot Level Maintenance (EDLM).

(1) Demonstrate and/or discuss capabilities or techniques that identify, diagnose, prioritize, and correct system issues; continuously modify, integrate, and deploy incremental software upgrades; and provide on-site support to mission-critical systems and networks at short notice

d. Provide cyber monitoring, operations, engineering, and proactive risk management approaches to identify and mitigate vulnerabilities to complex hardware and software architecture. This includes the preparation of artifacts and bodies of evidence required to assess confidentially, integrity, and availability of data and residual risk of systems; the continuous maintenance of cybersecurity system authorization artifacts for all systems; conducting defensive cyber operations and proactive patching.

(1) Demonstrate and/or describe capabilities, processes, and approaches applied to cybersecurity engineering, sustainment engineering, and operations. Provide examples of how these approaches addressed complex system anomalies and vulnerabilities in support of a sustained Authority to Operate (ATO).

e. Execute maintenance and sustainment activities to include technical order development and maintenance, development and execution of training for operators, and establishing and maintaining organic depot support.

(1) Demonstrate and describe sound strategies for all Integrated Logistics Support (ILS) elements in support of sustaining operational satellite ground control systems.

f. Provide the necessary program management, task order management, asset and property management, supplier/subcontract management, and contracts and pricing for the anticipated GCS III contract. Program management approaches must provide responsive and cooperative support to all Government stakeholders.

(1) Demonstrate or describe capabilities related to property management, task order management or any other applicable approaches or processes.

17. Place of Contract Performance: Colorado Springs, CO; SSFB, CO; VSFB, CA; with planned and urgent/emergency maintenance activities performed at the remote sites of CAPE, ASCN, DIEGO, KWAJ, USNO, Hawaii, Alaska, Ecuador, Uruguay, United Kingdom, South Africa, Bahrain, West Australia, South Australia, South Korea, and New Zealand.
