About this file
This is a Sources Sought Synopsis and Request for Information (RFI) issued by the U.S. Air Force for the AN/ALM-280 Enhanced Automated Special Test Equipment (EASTE) Engineering Support program. The Government seeks to identify potential contractors, including small businesses (8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned), capable of modernizing this legacy Radar/Electronic Warfare test system originally designed in 1991 for the AN/ALQ-161A Defensive Avionics System.
The scope of work requires hardware integration and software development in three primary areas: (1) replacing and integrating contemporary Commercial Off-the-Shelf (COTS) RF test equipment, specifically spectrum analyzers, power meters, and RF amplifiers; (2) updating and rewriting core operating software and cart software to interface seamlessly with newly integrated hardware; and (3) testing and validating the updated system to ensure backwards compatibility with existing Test Program Sets and successful RF parameter validation. Interested parties must submit a Capability Statement (5–10 pages) by 12:00 PM EST on July 24, 2026, to Contracting Officer Jonathan R. Riggins (jonathan.riggins.2@us.af.mil) and Program Manager Daniel Barker (daniel.barker.28.ctr@us.af.mil). Responses must address company profile information including CAGE Code and Unique Entity ID, technical capabilities in military Automatic Test Equipment and COTS RF integration, and past performance on up to three recent similar ATE/RF modernization contracts. This is market research only and does not constitute a commitment to issue a contract, nor will the Government reimburse response costs.

1.0 INTRODUCTION
This is a Sources Sought Synopsis conducted for market research purposes. This is NOT a Request for Proposal (RFP), Request for Quotation (RFQ), or an Invitation for Bid (IFB). It does not constitute a commitment by the Government to issue a contract, nor does it restrict the Government to a particular acquisition approach. The Government will not reimburse any costs associated with responding to this notice.
The purpose of this notice is to identify potential sources, including small businesses (e.g., 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned), that possess the expertise, capabilities, and experience to integrate/update the hardware and core/cart software of the
AN/ALM-280 EASTE.
2.0 PROGRAM BACKGROUND
The AN/ALM-280/EASTE was designed in 1991 as a fully programmable mobile Radar/Electronic Warfare (R/EW) test system designed for performance verification of the AN/ALQ-161A Defensive Avionics System (DAS) by generating complex Radio Frequency (RF) signals and evaluating the responses. EASTE communicates with Commercial Off the Shelf (COTS) hardware as well as the System Under Test (SUT). The system provides a variety of interfaces including an IEEE-488 bus, MIL-STD-1553B (or 1553) bus, and a Graphical User Interface (GUI). Ethernet communication is currently under development and will replace most 1553 bus functions. The GUI consists of a monitor, keyboard, and mouse. By using COTS TRUs, rather than custom subassemblies, the EASTE is easily upgraded. Some EASTE components have been updated and TRUs have been replaced as maintainability diminished.
Since its delivery in 1991 several of the TRUs have been updated when required except for the EASTE Spectrum Analyzer, Power Meter and Amplifiers.
To address obsolescence issues, the Government is seeking to update the existing tester by integrating contemporary Commercial Off-The-Shelf (COTS) RF test and measurement equipment and updating the system software.
3.0 SCOPE OF EFFORT
The expected scope of work requires the contractor to perform hardware integration and software development. The core requirements include:
• Hardware Integration: prototype and integrate any potential COTS RF test equipment into the EASTE ATE. Specifically, this includes replacing and integrating:
• Spectrum Analyzers
• Power Meters
• RF Amplifiers
• Software Update & Integration: Update, rewrite, or modify the core operating software and cart software to seamlessly interface with the newly integrated COTS hardware.
• Test & Validation: verify and validate the updated Core/Cart software and ensure EASTE system maintains backwards compatibility with existing Test Program Sets (TPS) and successfully validates the RF parameters of the Unit Under Test (UUT).
4.0 REQUESTED INFORMATION
Interested parties are requested to submit a Capability Statement (no more than 5-10 pages) addressing their ability to fulfill the scope of effort. Responses must include the following:
A. Company Profile:
• Company Name, Address, and Point of Contact (POC) information.
• CAGE Code and Unique Entity ID (UEI).
• Business Size and Socioeconomic Status (e.g., Large, Small, SDVOSB, WOSB, etc.)
under the anticipated NAICS code.
B. Technical Capability:
• Demonstrated experience in military Automatic Test Equipment (ATE).
• Specific expertise in integrating COTS RF test equipment (spectrum analyzers, power meters, amplifiers) into legacy military systems.
• Experience with Core/Cart software development, EW system evaluation, and updating core/cart software architectures.
C. Past Performance:
• Brief descriptions of up to three (3) recent and relevant contracts (Government or commercial) involving similar ATE/RF modernization efforts. Include contract numbers, scope, and dollar value.
5.0 SUBMISSION INSTRUCTIONS
All responses must be unclassified. Submissions should be sent via email to the Contracting Officer Jonathan R. Riggins at jonathan.riggins.2@us.af.mil and the Program Manager Daniel Barker at daniel.barker.28.ctr@us.af.mil no later than 12:00 PM EST on 24 July 2026.
