The government is seeking feedback on the vendors' ability to pay restaurants upfront while waiting for government payment processing after feeding events. Based on responses, the requirement may be set aside for small businesses or procured through full and open competition, with multiple awards possible.

Sources Sought Synopsis Catering Services/Meal Chits
The NC Army National Guard is issuing this source sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the NCNG.
NC Army National Guard anticipates the need to issue 2-3 regional multiple award 5 year term BPAs (Blanket Purchase Agreement) for catering services/meal chits. Essentially, the vision is to have a 3rd party vendor act as a liaison between the gov’t and COR approved restaurants/feeding establishments to coordinate feeding with the restaurant and make payments to restaurants to ultimately ensure soldiers across approximately 150 armory locations are fed and subcontractors receive payment in a timely manner. The vendor is able to request restaurants to be added to the list, but the gov’t would need time to inspect/approve. Each region will be primarily responsible for the armories located in their region, but will also be asked to handle back-up BPA calls from other regions if needed (anticipated to be a rare occurrence). These services will be required to support monthly drill events and potentially annual training exercises. BPA Calls will be issued for the entire meal cost as a FFP; all 3rd party vendor (prime vendor) fees are to be included in the standardized price list, with total meal rates NTE annual BDFA (basic daily feeding allowance) rates which are provided by National Guard Bureau. This rate is treated similar to the GSA Per Diem rates. We are looking for market interest and feedback for the feasibility of this potential contract. The majority of BPA calls will consist of meal chits (soldiers will go to the restaurant to eat with a pre-approved set of meal options or max rate).
Far less common would be catered events. We are looking for feedback in several areas, ie. The vendor may need to demonstrate the ability to pay vendors upfront while waiting for the gov’t to process payments after feeding events. Please identify in your response whether this would be feasible.
The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is NAICS: 722320 Caters / $9M size standard.
There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred.
If your organization has the potential capacity to perform these contract services, please provide the following information: 1) organization name, website address; 2) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with program schedules; cost containment; meeting and tracking performance;
hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract.
Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition, and multiple awards may be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
