Regression Test Target Supply & Support

NOTICE TYPE:

Sources Sought

SOURCES SOUGHT NUMBER:

1. NOTICE: This is not a solicitation but rather A Sources Sought Synopsis (SSS) to determine potential sources for information and planning purposes only.

1.1 This SSS is published to ascertain if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) code is 541690 – Other Scientific and Technical Consulting Services, which has a corresponding size standard in millions of dollars as $16.5. However, the Government is open to suggestions for more suitable NAICS codes for this requirement. Information received will be considered for the purpose of determining if responsible sources exist and to assist in determining if this effort can be competitive and/or a total small business set-aside. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar items offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.

2. PROGRAM DETAILS:

2.1 The U.S. Air Force is performing market research to identify potential contractors who have the skills, experience and knowledge required to support the Advanced Precision Kill Weapon System (APKWS). The requirement outlines contractor service support for two upcoming Air National Guard Air Force Reserve Test Center (AATC) flight tests. These tests will encompass inert rocket or bomb employment from test center A-10 and F-16 aircraft. The total number of days (including one day each way for travel) is 18 days for two concurrent flight tests on the Barry M. Goldwater Range Complex in Gila Bend, AZ. In addition, a representative from the contractor will participate in test planning. CONTRACTOR is responsible for build and transport of unmanned ground vehicles (UGV), Trailers, and all associated support equipment to operate these vehicles and trailers.

CONTRACTOR will ensure all vehicles and trailers are built laser safe. The destination for this equipment is the Barry M. Goldwater Range (BMGR) Complex near Gila Bend, AZ. Equipment can be stored until use on the Gila Bend Auxiliary Airfield approximately 6 miles south of the town of Gila Bend. CONTRACTOR will transport, locate, and operate these target sets for the flight test. At the completion of this flight test, CONTRACTOR personnel will remove all UGV, trailers and debris from the Barry M. Goldwater Range Complex. No explosives will be used during testing.

UGV Performance/Configuration (no Trailer attached): The UGV must be able to maneuver (turn, slow, and stop) and accelerate to at least 50 miles per hour (mph) smooth unimproved surface (dirt runway). Once up to speed, the UGV must also be able to rapidly slow, turn 90 degrees, and reaccelerate to at least 40 mph. UGVs can either be four-wheel drive (desired) or front wheel drive (required). The trailers will only be used with a UGV if the target presentation does not require any maneuvering, simply a straight path for rocket/bomb employment. Finally, the UGV should include mounting positions for AATC GoPro cameras to view the top of the vehicle or trailer.

Trailer Configuration: The trailers will be configured with easily replaceable material on the sides and top. The trailers will be used either as a static target (disconnected from the UGV) or in conjunction with a UGV for moving target presentations.

CONTRACTOR’s responsibilities for flight testing will include establishing two teams (if required) for vehicle, and trailer operation. CONTRACTOR will set-up a UGV control station and establish a link with the UGV and communications with the AATC control van. The UGV link range be up to 10 miles. UHF communications and a representative at the UGV control station to facilitate communication between AATC and CONTRACTOR can be provided upon request.

CONTRACTOR must provide a vehicle mechanic on site to inspect the UGV/trailer prior to operations and repair if required during operations and a site supervisor to serve as the liaison between CONTRACTOR and the AATC team for any pre-test coordination, test execution, and mission debrief.

Daily operations will begin with a coordination brief (via telephone at Gila Bend Airfield), and target/ground station setup and a coordination debrief daily. The expectation is for two VUL periods per day and weekend work to minimize the testing impact on other range users.

There is no Government Furnished Equipment (GFE) available for this effort. The contractor is responsible to provide all personnel, services, facilities, and materials to accomplish the effort.

No reimbursement will be made for any costs associated with providing information in response to this sources sought. Any information submitted by respondents to this notice is strictly voluntary.

All responses to this Sources Sought Synopsis must be submitted to the point of contact listed below.

This does not constitute a commitment, implied or otherwise, that procurement will be accomplished and is not a request for proposal or invitation for bid. Responding to this notice in no manner guarantees a contract will be awarded.

SPECIAL NOTE: This Sources Sought Synopsis is part of the Acquisition Market Research Analysis and will be used solely to determine the basis for any competitive aspects of the acquisition.

4.2 This sources sought synopsis is issued solely for informational and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotation) or a promise to issue a solicitation in the future. As stipulated in FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract. This sources sought synopsis does not commit the Government to contract for any supply or service whatsoever; furthermore, the Government is not seeking proposals at this time. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this synopsis. All costs associated with responding to this synopsis will be solely at the responding party’s expense. The Government requests that non-proprietary information be submitted in response; however, should proprietary information be submitted, it should be marked “PROPRIETARY” and will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations.

4.3 Respondents are requested to provide an executive summary, relevant history, evidence of capability to successfully perform the effort, and answers to the questions in section 3 not to exceed 5 pages in length or 3 megabits in data size. Interested parties are requested to submit one (1) copy of the aforementioned summary/documentation to the Contracting Specialist, Ellis Swenson, at ellis.swenson@us.af.mil, no later than 30 calendar days after publication of this notice. Telephone, standard post/first class mail, and/or fax responses will not be accepted.
