THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This is NOT a solicitation, but market research to determine potential sources for the procurement and preventative maintenance (PM) of the backup batteries for the Eaton UPS Emergency System at Keesler Medical Center as described in the attached Statement of Work. The preventative maintenance portion of this requirement will be one base year plus four option years.

This notice does not constitute a promise to issue a solicitation in the future. Further, we are not at this time seeking proposals; therefore, DO NOT request a copy of a solicitation or submit a proposal as a result of this notice. Responders are advised the Government will not pay for any information or administrative costs incurred in response to this sources sought and that all submissions become Government property and will not be returned. All costs associated with responding to this sources sought will be solely at the responding party's expense. Not responding to this sources sought does not preclude participation in any future solicitation, should one be issued. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. No basis for claim against the Government shall arise from a response to the notice. It is the responsibility of the interested parties to monitor the BetaSam.gov website for additional information pertaining to this sources sought.

RESPONSE INFORMATION:

Responses to this Sources Sought Notice must be received no later than 3:00 PM CST, on Wednesday, 1 March 2023. Responses should be emailed to: rachel.davis.15@us.af.mil. It is the responsibility of the respondent to ensure their email has been received by contacting the Contract Specialist, Rachel Davis, at 228-377-1804 or via email PRIOR to the deadline. Responses and/or inquiries WILL NOT be accepted past the deadline.

Interested parties should include their company name, address, phone number, point of contact, CAGE code, company size status and whether or not they are a U.S. or foreign-owned firm. All interested parties must provide a response containing a written statement, confirming they can comply with the government needs.

All responders to this Sources Sought Notice understand, by submitting this written statement, they are certifying they can meet ALL criteria.

Statement of Work (SOW)

Eaton UPS Replacement Batteries & Preventive Maintenance Inspection 81st Medical Support Squadron (MDSS) 9 November 2022

Scope: 81 MDSS is seeking the procurement of the replacement backup batteries and preventative maintenance (PM) inspection for the Eaton UPS Emergency System used to ensure all IT services located within the Keesler Medical Center.

•Battery Replacement: The contractor shall install new batteries (80 Jars) for the Eaton 9390-100-160 UPS System.

•PWHR12540W4FR, 5x8 Battery Replacement, 80 Jars (153700004-002)

•End-of-Service-Life (EOSL) Status Active Full Service (Emergency Service Parts & Labor)

•The contractor shall provide removal and Environmental Protection Agency (EPA) approved disposal of old batteries.

•The contractor shall complete the installation utilizing proper torque values where applicable and verification of new batteries.

•The contractor shall perform cleaning of all accessible surfaces as required.

•The contractor shall replace any damaged battery cables that are unusable.

•The technician(s) shall issue the customer a verbal report summarizing the work that was performed, condition of the battery, and identify any critical issues before leaving the customer’s site.

•The contractor shall visually inspect conditions and appearance of the following:

•Connection terminals inter cell/battery connectors, cables, and associated hardware •Cell/battery covers, containers, and post seals •Battery racks or cabinets and associated components and hardware.

•Cell/battery jar or cover, noting any excessive distortion

Preventative Maintenance Inspections: Serial number: EB022CBA07.

•The contractor shall provide 10 full PM inspections at 2 per year for the next five years.

•The contractor shall inspect cabinets, electrical connections, and components inside the cabinets, pull out each battery tray and inspect batteries, cables, and connections for any leaking or swollen batteries, corrosion on cables and connections and replace if needed.

•The contractor shall inspect and test control panel and review all logs on the control panel for any unexplained times when the UPS switched from commercial power to UPS battery power and any other errors that show up in the event logs.

•The contractor shall provide a verbal PM report at the time of the inspection and an emailed report to the information systems site manager within 5 business days.

•The contractor shall provide a 7x24 Anytime response time of no longer than 8-hours in the event of UPS equipment failure.
