About this file
This Sources Sought Synopsis is issued by the Air Force Life Cycle Management Center at Tinker Air Force Base to identify potential partners for depot activation of Communications, Navigation, and Surveillance / Air Traffic Management (CNS/ATM) Block 45 Line Replaceable Units (LRUs) and Shop Replaceable Units (SRUs) for KC-135 Legacy Aircraft Tankers. The partnership aims to establish an efficient depot-level repair capability, with the government performing 60% of repairs in-house and the partner performing up to 40%, using the Versatile Depot Automatic Test System (VDATS).
The synopsis requires interested parties to submit a 10-page capability statement addressing specific areas including technical data package provision, test program set validation, technician training, facility support, and technical support. Specific LRUs and SRUs include various computing modules, interface boards, circuit card assemblies, and processor components. Respondents must detail their capabilities in avionics maintenance, repair, and overhaul, with expertise in areas such as test program integration, obsolescence management, quality assurance, and cybersecurity. Responses are due by 5 PM CDT on 04 Aug 2025, with the primary performance locations potentially including the contractor's facility, WR-ALC, and/or OC-ALC.

THIS IS A SOURCES SOUGHT SYNOPSIS ONLY.
THIS IS NOT A SOLICITATION. THIS SYNOPSIS IS FOR MARKET RESEARCH PURPOSES ONLY.
Responses to this notice are not offers and cannot be accepted to form a binding contract. The Government will not pay for information submitted. Non-response does not preclude participation in any future solicitation.
If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities to fulfil that portion of the requirement (i.e. teaming, subcontracting, etc.)
Identify any areas of work that your organization believes should be broken out exclusively for Small Business.
Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged.
Questions relative to this market survey should be addressed to Mr. Russell Watson, AFLCMC/WLTK, russell.watson.5@us.af.mil.
Contractors responding to this Sources Sought Synopsis shall submit the following information electronically no later than 5PM CDT, 04 Aug 2025.
DESCRIPTION OF REQUIREMENT:
This Sources Sought Synopsis is being conducted by the United States Air Force Life Cycle Management Center at Tinker Air Force Base (TAFB) KC-135 Legacy Aircraft Tankers Division to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for potential partners to depot activate the Communications, Navigation, and Surveillance / Air Traffic Management (CNS/ATM) Block 45 Line Replaceable Units (LRUs) and Shop Replaceable Units (SRUs). The primary place of performance for repair work will be determined based on the specific items activated and may include the contractor’s facility, WR-ALC, and/or OC-ALC. The government will provide the Versatile Depot Automatic Test System (VDATS) for use in the repair process. This partnership aims to establish an efficient and cost-effective depot-level repair capability, with the government performing a minimum of 60% of repairs in-house and the partner performing up to 40%.
THE PARTNERSHIP WILL INCLUDE:
Technical Data Package (TDP): Provision of complete and accurate TDPs for the designated LRUs/SRUs, including comprehensive and detailed repair procedures, schematics, design documentation, software, testing procedures, maintenance manuals compliant with MIL-STD-304B (Preparation of Aircraft Maintenance Technical Orders), and firmware/software documentation. These TDPs must provide the government with all the information and data necessary to independently perform depot-level repair and maintenance tasks in accordance with the required Level of Repair (LOR). TDPs should adhere to relevant military standards and specifications, such as MIL-DTL-87269 (Digital Engineering Data Dictionary) for data dictionaries, MIL-STD-100 (Engineering Drawing Practices) for drawings, and MIL-PRF-28800 (Test Equipment for Use with Electrical and Electronic Equipment) for test equipment documentation.
Test Program Set (TPS) Validation and Refinement: Collaboration with the government to validate and refine existing TPS for compatibility with the government-furnished VDATS.
Technician Training and Proficiency Development: Propose a comprehensive training program to achieve a minimum Journeyman-level proficiency in depot-level repair of the specified CNS/ATM Block 45 LRUs/SRUs using government-furnished VDATS. The program should align with relevant Air Force standards (MIL-STD, MIL-SPEC) and encompass needs analysis, curriculum development, flexible delivery methods, rigorous assessments, and quality assurance. Demonstrate your experience in electronics repair training, subject matter expertise, instructor qualifications, and access to suitable training resources.
Facility Support: Assessment of existing government facilities and recommendations for any necessary modifications or upgrades to support the depot activation.
Technical Support: Describe your proposed approach and timeframe for providing ongoing technical support to the government during and after the depot activation process. Include details about the types of support offered (e.g., on-site, remote, help desk), anticipated frequency, proposed duration, and how you will ensure the government achieves long-term self-sufficiency in maintaining the CNS/ATM Block 45 LRUs/SRUs.
Repair Workload Sharing: Adherence to the split 60/40 workload, with flexibility to adjust based on government needs and capacity.
HARRIGAN, DEBORAH I CIV USAF AFMC AFLCMC/WLTMB
What is the meaning of sufficient? Recommend specifying the requirement of TDP content and format IAW MIL-STD (insert).
HARRIGAN, DEBORAH I CIV USAF AFMC AFLCMC/WLTMB
General Comments: Can we clarify or ask for recommended approach for technical difficulties? And please ask for a timeline to get this PPP done.
Can we definite a timeframe or ask them to provide a timeframe for “ongoing tech support”?
