About this file
This is a Sources Sought Synopsis (market research notice) issued by the United States Air Force for the AC/MC-130J Arkham Special Mission Processor (SMP) Production requirement. The Government seeks to identify potential sources capable of manufacturing, assembling, testing, and delivering 94 Arkham SMP Production Kits and 55 Spares over a seven-year period of performance tentatively beginning in FY27 and continuing through FY34. The Arkham SMP is a mission processor utilizing Sensor Open System Architecture (SOSA) for AC/MC-130J system integration, consisting of two major processing areas: Video Processing/General Processing on five Intel-based General Purpose Processor Modules and Safety Critical Processing on two ARM-based Safety Critical Processor modules. The system must operate on LYNXOS and Red Hat Enterprise Linux, include a red and internal NextGen SMP gold network plus two unclassified black networks for multiple security levels, and incorporate two Arkham Units, two External Data Storage Devices, two 1 TB Delkin Solid State Drives, and associated aircraft installation hardware per kit.
Responses to the capability survey must be received by close of business October 19, 2026, and submitted electronically to Daniel Young (Program Manager) and Samantha Kirk (PCO). Potential sources must demonstrate expertise in developing prototype hardware and software, generating technical data, fully testing and evaluating production kits, and developing source data for Air Force Technical Orders (AFTO) and Technical Data Packages (TDP). The Government has determined this is not a commercial item and anticipates sole-source award to DMAero, LLC (CAGE Code: 6UBJ4). Both large and small businesses are encouraged to respond, with joint ventures and teaming arrangements permitted. If designated as a Small Business Set-Aside, FAR 52.219-14 (Limitation on Subcontracting) will apply. The Government will not pay for information submitted or reimburse participation expenses. Respondents should address any capability gaps through teaming, subcontracting, or other means and identify any work areas suitable for exclusive small business breakout.
