About this file
This is a Sources Sought Synopsis (SSS) for the APX-119 Identification of Friend or Foe (IFF) Transponder Software for C-5M Super Galaxy Fleet Integration.
The United States Air Force is conducting market research through the Air Force Life Cycle Management Center (AFLCMC) at Robins Air Force Base, Georgia to identify potential contractors capable of compiling, delivering, licensing, and maintaining APX-119 IFF Transponder Software. The APX-119 is a Line Replaceable Unit providing critical combat identification, civil airspace access, and Traffic Alert and Collision Avoidance System (TCAS) responses to aircraft crews. The scope includes purchasing 60 software licenses for operation on the C-5M Super Galaxy fleet and support laboratories. Key deliverables include a Data Accession List containing installation packages, release notes, software version descriptions, configuration records, test reports, cybersecurity artifacts, and user manuals (CDRL A001); 60 computer software product licenses with clearly delineated government usage rights (CDRL A002); and production-ready, compiler-released executable software delivered electronically via the MEARS system and physically via two optical discs (CDRL A003). The delivered software must reflect Technical Standard Order (TSO) approved baseline standards, be free from critical defects, maintain compatibility with prior versions, and be deliverable in a loadable format for the C-5M platform. Initial delivery must occur within 60 days of contract award, with comprehensive technical support provided during government acceptance testing. Responses from interested contractors, including small businesses, must be submitted to Program Manager Jennifer Ickes (jennifer.ickes@us.af.mil) within 15 days of publication. No set-aside decision has been made; the government will determine contracting strategy after analyzing small business responses. The document includes a detailed Contractor Capability Survey requiring respondents to address general software and avionics capabilities, software maintenance and integration experience, licensing and compilation processes, engineering and cybersecurity compliance, and commerciality questions regarding pricing and licensing terms.

APX-119 Identification of Friend or Foe (IFF) Transponder
Software
C-5M Super Galaxy Fleet Integration
CAUTION: This market survey is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification, compilation, licensing, and delivery of the APX-119 Identification of Friend or Foe (IFF)
Transponder Software for use by United States Air Force (USAF) personnel on the C-5M Super
Galaxy platform. The level of security clearance and amount of foreign participation in this requirement has not been determined. Contractors and Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey.
INSTRUCTIONS
1. The sections below contain a description of the APX-119 Transponder Software requirements and a Contractor Capability Survey. The Survey allows Contractors to provide their company’s capability. The primary reference documents for this effort include the Product Description (PD) for APX-119 Software and the associated
Contract Data Requirements List (CDRL) Package.
2. If after reviewing the requirements below, you desire to participate in this market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities.
3. ATTENTION: SMALL BUSINESS RESPONDENTS who are interested in participation for this effort:
No set-aside decision has been made; however, the Government will determine the final strategy after thorough analysis of the small business responses and other market research available, considering the demonstrated interest and capability.
Please ensure that you provide a thorough response to each question.
If your company does not currently possess the full capability required to fulfill the entire requirement, what teaming, partnership, joint venture, or subcontracting arrangement do you have in place to fulfill the government's needs? Providing evidence of this arrangement (e.g., letters of intent, emails) that demonstrates a united response to this SSS is highly encouraged, but not required. The evidence should state the type of arrangement and the role each member will fulfill. If you are only interested in being a subcontractor to the future awardee, state the portion of the work that your organization has the capability of fulfilling.
Identify any areas of work that your organization believes should be broken out exclusively for Small Business.
4. Both large and small businesses are encouraged to participate in this Market Research.
Joint ventures or teaming arrangements are encouraged as well.
Questions relative to this market survey should be addressed to the following program representatives:
Program Manager (PM): Jennifer Ickes, AFLCMC/WLS, Robins AFB, GA (Email:
