About this file

This is a Sources Sought Survey for the fabrication and delivery of new lock stoplogs. The Government is seeking information from potential contractors regarding their capability to fabricate, assemble, paint, and deliver 16 welded steel stoplogs (8 units by Fall 2028 and 8 units by Fall 2029) with an anticipated Period of Performance from Winter 2027 through Fall 2029.

The requirement is classified under NAICS Code 332312 (Fabricated Structural Metal Manufacturing) and mandates that contractors possess AISC Fabricator certification with fracture critical endorsement, AWS D1.5 welding certification, and SSPC painting certifications. The stoplogs must meet specific size criteria: individual units of 45 tons or greater with lengths of 100 feet or more and depths and widths of 4 feet or more. The Government is contemplating CONUS (continental United States) fabrication only due to tariff impacts, travel restrictions, and the need for Government QA/QC oversight. Respondents must provide details on past project examples completed within the past 10 years with similar scope and size, fabrication and assembly methods, delivery logistics via vessel/barge to a site with limited delivery windows due to weather and ice conditions, and painting/coating capabilities. Additionally, contractors must demonstrate certification as an SSPC QP 3 (Enclosed or Covered) Painting Fabricator, as AISC Sophisticated Paint Endorsement is no longer accepted for hydraulic steel structures. The survey requests company information, socio-economic status, capability statements, and confirmation of intent to submit a proposal if the requirement is formally advertised.

2. NAICS Code: 332312 – Fabricated Structural Metal Manufacturing

Do you concur with the identified NAICS Code for this requirement? If not, what suggested NAICS code would you recommend?

3. Socio‐economic status for NAICS Code 332312 (Check all that apply):

☐ Large Business

☐ Small Business

☐ Small Disadvantaged Business (SDB)

☐ 8(a) Small Business

☐ HUBZone Small Business (HUBZone)

☐ Woman‐Owned Small Business (WOSB)

4. Past Project Examples

Submit a description of up to three (3) projects, similar in project size and scope, completed in the past 10 years. This project will require AISC Fabricator (with fracture critical endorsement), AWS D1.5, and SSPC painting certifications for the personnel and facilities used on the project. Similar in scope means having fabricated welded steel structures similar to stoplogs for which a majority of the work included similar amounts of welding, weld testing, detail types, total weight, member thicknesses and dimensions, geometry, tolerances, painting using vinyl paint, and handling requirements. Similar in size is defined as individual units 45 ton or greater with lengths of 100 feet or more, with depths and widths of 4 feet or more. Include each contract number, award date, dollar value of contract, overview of fabrication (i.e. size/weight), and project/delivery/fabrication location.

CONUS Fabrication: Due to unknown tariff impacts, current travel restrictions, and necessity for QA/QC oversight by the Government, the Government is contemplating CONUS fabrication only. Please identify if your fabrication location is located in the continental U.S.

and if you anticipate any concerns regarding the fabrication and assembly in the U.S.

Means and Methods: Please indicate how you would intend to fabricate, assemble, paint/coat, and ship the stoplogs. Please also provide an overview of where each stage would take place (i.e. location: facility, erection/shipping yard, other temporary location, etc.).

Please also address the following in your response:

• Delivery: Project site has limited delivery schedule options due to weather/ice and it is anticipated the stoplogs will be delivered on site by vessel/barge. Please provide an overview of the planned delivery method, number of stoplogs you would plan to deliver at a time and if any barriers are anticipated in the transport.

• Certified SSPC QP 3: As stated in the description, the Fabricator or Sub-Fabricator performing painting must be a certified SSPC QP 3 (Enclosed or Covered) Painting Fabricator for all off-site surface preparation and coating applications. SSPC QP 3 Covered certification is acceptable only if the painting facility has all walls/partitions continuous to grade/floor and a full roof. Also note that AISC Sophisticated Paint Endorsement is no longer accepted by the Government for painting of hydraulic steel structures. Please provide an overview of planned method for the painting/coating (intent of enclosed or covered) and if the fabricator has the corresponding certifications for the method chosen.

Include any other considerations the Government needs to be made aware of that may impact means and methods to accomplish the work.

Schedule

The anticipated Period of Performance (PoP) is estimated in Winter 2027 through Fall 2029 with 8 stoplogs requiring delivery by Fall 2028 and the remaining 8 requiring delivery by Fall 2029. Please indicate if the duration of the PoP is appropriate for this requirement. If not, please explain. Are there any concerns regarding delivery of 8 stoplogs by Fall 2028 and the remaining 8 by Fall 2029? If so, please explain.
