The courses of instruction are expected to cover the operation and maintenance of systems as well as the tactical employment of those systems. The courseware to be developed/modified through this contract will train knowledge and skills with a blended solution approach. The new/existing courseware will include Level 1-2 Instructor-Led Training (ILT) in an electronic classroom as well as self-paced and instructor-facilitated Level 2-4 Interactive Multimedia Instruction (IMI). Courseware design requirements will be provided as Government Furnished Information (GFI) to include learning objectives, instructional and assessment strategies, and style guides to ensure effective and consistent learning experiences that will support onboard performance proficiency. The ILT and

IMI content development will be conducted in accordance with Naval Education and Training

Command (NETC) course development & revision process as specified in Navy Education and

Training (NAVEDTRA) 130B, 132, 136, series. The courseware may require modernization and technical refresh to meet current learning standards, Cybersecurity requirements in addition to compliance of Surface Training Advanced Virtual Environment (STAVE) Interoperability

Standard (SIS).

Training requirements analysis products may also be required prior to courseware/curriculum design and development efforts. These products will be conducted in accordance with Office of the Chief of Naval Operations (OPNAV) Instruction (OPNAVINST) 1500.76D series and

NAVEDTRA 136, 137, 138 series.

Working knowledge of the Navy’s Authoring Instructional Materials (AIM) is required. In addition, a high level of proficiency in the updated version of AIM, AIM Content Planning

Existing TD may require modernization and technical refresh to meet current learning standards, Cybersecurity requirements in addition to compliance of Surface Training

Advanced Virtual Environment (STAVE) Interoperability Standard (SIS).

The STAVE SIS defines the design guidance required for the development, integration, operation, and sustainment of Surface Combat Systems Training Command (SCSTC) and

Surface Warfare Schools Command (SWSC) training, classrooms, labs, devices, simulations, networks, and training scheduling systems in support of the OPNAV N96. This standard was developed in coordination with Fleet, Type Commanders, Program Offices, Warfare

Development Centers and Learning Centers in support of schoolhouse, waterfront, and afloat training events as directed in various instructions. The SIS documents the agreements made by competent technical authorities for individual training participants and support organizations.

This standard is used to develop highly interoperable STAVE training elements to support individual and team training using the Department of Defense (DoD) accepted interfaces, models and standards.
