About this file
This Statement of Work describes the acquisition of one Gas Chromatography (GC) System for the Aerospace Fuels Laboratory at Vandenberg Space Force Base. The system must quantify trace permanent gas impurities in Propellant-Grade Nitrogen, Helium, and Hydrogen to satisfy specification testing requirements for MIL-PRF-27401H (Nitrogen), MIL-PRF-27407E (Helium), and MIL-PRF-27201 (Hydrogen). The system must be configured as a three-channel instrument with two Porous Layer Open Tubular (PLOT) capillary columns equipped with Pulsed Discharge Helium Ionization Detectors (PDHID) and one silico-steel packed column with a Thermal Conductivity Detector (TCD). The GC system must detect impurities including hydrogen (0.5–10,000 ppm), argon (1–10,000 ppm), oxygen (1–10,000 ppm), nitrogen (1–10,000 ppm), neon (15–10,000 ppm), and helium (15–10,000 ppm), with retention time repeatability of ≤0.008% or ≤0.0008 min and peak area repeatability of <1% RSD.
The system must be benchtop-compatible (WxDxH ≤96"x30"x48"), electrically configured for standard 100–240V single phase 50/60Hz electricity with a 20-amp NEMA connector, and equipped with an LCD touch display, USB 2.0+ ports, and an instrument controller (computer, monitor, keyboard, mouse). Deliverables include on-site installation and commissioning, at least 4 hours of training for up to 4 personnel at Vandenberg AFB, technical support during business hours (9AM–3PM M–F Pacific Time), operating software with audit trail capabilities and multi-format reporting (.pdf and .txt), and electronic copies of all operation and maintenance manuals. Products must be manufactured in a qualifying country source per DFARS 225.872. Delivery and installation must occur within 12 weeks of contract award to Aerospace Fuels Laboratory, 1747 Utah Ave Bldg 6670, Vandenberg AFB CA 93437-5220 (DoDAAC: FP2075). A one-year warranty covering defects in material and workmanship under normal use is required. Payment shall follow submission of a properly prepared invoice and final inspection and acceptance, submitted via Wide Area Work Flow (WAWF).
