About this file

This document is a Statement of Work (SOW) for a Variable Frequency Drive (VFD) Replacement project at the Washington DC VA Medical Center. The scope involves replacing two undersized VFDs supporting an SPS fan motor system, specifically replacing the existing ACH-550-031A-4 VFD with an ACH-550-045A-4 or equivalent model. The replacement must maintain the existing 25 HP fan motor, disconnect switch, and conductors, and will require the new VFD to be tuned to operate up to 90Hz and integrated with the hospital's Siemens control system, with a final operating setpoint of 71Hz.

The project involves a Request for Information (RFI)/Sources Sought notice (36C24526Q0148) seeking responses from interested entities by 10:00 AM (ET) on 12/5/2025. Respondents must provide details including business name, type, socio-economic status, contact information, capability statement, available contract vehicles, service categories, certifications, and confirmation of performance capabilities. The solicitation is for planning purposes only and will assist in developing the procurement requirements and acquisition strategy, which may include potential set-asides for service-disabled veteran-owned small businesses (SDVOSB) or other small business categories.

B.3 STATEMENT OF WORK

SPS VFD Replacement

General:

The Washington DC VAMC has two VFDs that are undersized supporting the fan and motor for SPS. The current VFDs need to be replaced with the same model but a larger current capacity.

Scope of Work: The existing SPS Fan Motor system is currently served by Panelboard EH-SPS-MECH through a 60A circuit breaker, disconnect switch, and VFD ACH-550- 031A-4. The current VFD needs to be replaced with an ACH-550-045A-4 or equivalent and maintain the existing 25 HP fan motor and reuse the existing disconnect switch, and existing conductors between the disconnect. This model fits in the same frame and the existing frame can be reused.

After installation, the VFD needs to be tuned to operate the SPS motor and fan and should be programmed to operate up to 90Hz and tied into the Siemens control system for the hospital. Operation of the VFD will be coordinated and validated with the VA POC. The final operating setpoint for the fan in the controls will be 71Hz.

The VFDs need to be replaced in serial as the air handler has to be maintained in operation throughout the replacement.

Physical Effort:

Prolonged physical effort is not routine. Occasionally lifts objects weighing over 50 pounds. Lifting equipment, such as chain hoists, is available for heavier objects. Some standing, stooping, bending and work on ladders (occasionally over operating equipment) is required.

All work should be performed in accordance with OSHA and VA standards.

Working Conditions:

Most of the time the work is performed indoors with adequate light and ventilation.

Occasionally works in areas of temperature extremes, e.g., 100 degrees Fahrenheit and above in the plant or is exposed to changes in temperature while working on outside cooling towers, roof exhausts, and ventilating fans. Noise level is often high, sometimes to the point of requiring ear plugs to prevent permanent damage to the haring. Other protective devices such as goggles, masks and gloves may be needed periodically.

Exposed to possibility of burns when working on steam and hot water lines.

Occasionally he works in contaminated areas and is exposed to communicable diseases when changing filters, etc. Operators are also subjected to noxious gases, cuts bruises and scrapes.

Delivery:

Place of Performance: The equipment must be delivered to the facility, DC VA Medical Center, 50 Irving St. NW, Washington, DC 20422.

National Holidays: The holidays observed by the Federal Government are: New Year’s Day, Martin Luther King Day, President’s Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, and Christmas Day and any other day specifically declared by the President of the United States to be a national holiday. Contractor may work on holidays with prior communication and coordination.

Contractor shall submit an invoice on an individual basis for services provided. Invoices without proper documentation will be returned. The invoice shall contain the contract number, date(s) of service, and additional contracting information.
