SOURCES SOUGHT SYNOPSIS

This is a Sources Sought Notice for potential vendors to support the U.S. Bureau of Reclamation by supplying a Dual Headed Track Mounted Sonic Drill Rig. The location for delivery is Pleasant Grove, Utah. This is NOT a Request for Quote (RFQ) and DOES NOT serve to bind the U.S. Government in any way. Interested parties shall not be reimbursed for any costs associated with preparation of their responses.

The U.S. Bureau of Reclamation (Reclamation), Upper Colorado Regional Office is conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10 to identify potential firms who are certified Small Businesses to deliver the supply item below. NO SOLICITATION IS CURRENTLY AVAILABLE. If a solicitation is issued, it will be announced on beta.SAM.gov at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.

PROJECT DESCRIPTION:

This project will be a Firm-Fixed Price supply contract for supply and delivery of a Dual Headed Track Mounted Sonic Drill Rig consisting of a sonic drill head and variable speed rotary drilling head. This purchase is to enable Reclamation to investigate foundations, embankments, and dams where conditions are such that the current Reclamation drilling equipment is unable to access, advance, and sample. The geologic investigations are crucial to Reclamation’s mission to gain understanding of materials in relation to risk evaluation of potential failure modes and development of design criteria for major civil structures.

Many of our dam features and projects where the drilling and well installation are performed have difficult terrain and difficult drilling conditions. Some of the areas have steep slopes and no access roads. The difficult conditions consist of gravel and cobble soils with a finer grained matrix and zones of highly weathered rock. These subsurface conditions are difficult or impossible to drill using auger or rock coring methods. Sonic drilling is the preferred method for drilling in difficult drilling conditions. The rig will be in continuous use and in high demand throughout all Reclamation regions.

The drill rig is to include state of the art safety rod and casing handling systems that will reduce or eliminate repetitive activities that can lead to fatigue or reduce exposure to potentially dangerous conditions encountered in the normal operation of the drill rig. This requirement is for an all-terrain accessible drill rig that is compatible with or has similar capabilities to the Sonicore 50K drill head that is currently owned by the Reclamation Region 7 drill crew for use on Reclamation projects. The drill rig is to be capable of sonic, auger, core, air-rotary, mud-rotary, and odex drilling.

The delivery location is 315 W 1100 N. Pleasant Grove, Utah.

SMALL BUSINESS CERTIFICATION WITH THE SMALL BUSINESS ADMINISTRATION (SBA):

The Government is only interested in responses from small businesses that can execute delivery of all the supply items listed in the schedule. Please identify your federally designated small business category or categories.

The North American Industry Classification System (NAICS) for this project is 333132, Small Business Standard Size 1,250 employees. All interested parties should verify that they fall under the NAICS code as a Small Business prior to submission. The delivery date is estimated to be within 180 days of award and with a target award date of September 15, 2021. Responses to this notice will be used by the Government to make the appropriate acquisition decision. Contractor must be registered in System for Award Management (SAM.gov) (see internet site: http://www.sam.gov).

The government will evaluate market information to ascertain potential market capacity. Based on the responses to this Sources Sought Notice/Market Research, this requirement may be set-aside for small businesses or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

SUBMISSION INSTRUCTIONS:

All interested and qualified firms responding to this Sources Sought Notice are required to provide the following information:

1. Business Name, physical/mailing address, phone, point of contact, email and website if applicable.

2. CAGE Code & DUNS Number.

3. Any or all Small Business Classifications (Tell us if you are certified with the SBA under a socio-economic program such as, but not limited to 8(a) Program, SDVOSB, VOSB, HUBZone, Small Disadvantaged, and or WOSB.

4. Firm's Capability Statement with affirmative statement all supplies can be delivered.

Interested parties who consider themselves qualified to perform the above listed services are invited to submit a response to this Sources Sought Notice no later than 4:00 p.m. Mountain Time, Monday, May 17, 2021. All responses under this Sources Sought Notice must be emailed to Karen Caskey at kcaskey@usbr.gov. Facsimiles will not be accepted.
