SJC Azotea Portal and Drop Structures

NOTICE: THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSAL, BUT

RATHER A SOURCES SOUGHT SYNOPSIS TO DETERMINE POTENTIAL

SOURCES FOR INFORMATION AND PLANNING PURPOSES ONLY.

NO FORMAL SOLICITATION FOR THIS WORK EXISTS AT THIS TIME

The Bureau of Reclamation, Upper Colorado Region has a requirement to perform construction on the Azotea Tunnel Portal and Drop Structures which are located in Rio Arriba County, New Mexico approximately 5 miles southwest of Chama, New Mexico. Based upon responses to this announcement, the Government may determine to set this acquisition aside or proceed with an unrestricted solicitation. The applicable North American Industry Classification System (NAICS) Code is 237990 Other Heavy and Civil Engineering Construction and the related small business size standard is $45 million. Product Service Code (PSC) is Z2KB REPAIR OR ALTERATION OF CANALS. This notice is not a request for proposals/quotations and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner.

Background

The Azotea Portal and Drop Structure project consist of diversion and care of Azotea Tunnel and Willow Channel, earthwork, removal and replacement of reinforced concrete structures such as flume and energy dissipator drop structures, removal and replacement of subsurface drains, removing riprap and processing for reuse, furnish and install handrailing, and seed disturbed areas.

PRINCIPAL COMPONENTS OF WORK

1. Diversion and Care of flows at the Azotea Portal, Azotea Creek, and Willow Creek

2. Removal of water from excavations (dewatering for construction of the drop structure foundations.

3. Clearing and Grubbing.

4. Core drill existing reinforced concrete covered flume right wall at Station 1424+45 to

1424+50 for pipe sleeve, PVC pipe, and link seal.

5. Removal of existing reinforced concrete drop structures at the follow locations:

a. Station 1424+83.69 Azotea Portal and Drop Structure.

b. Station1565+00 at Azotea Creek drop structure.

c. Station 1702+75 at Willow Creek drop structure.

d. Station 1831+17 at Willow Creek drop structure.

6. Excavation for foundation and about structures.

7. Backfill and Compaction

8. Construct new flume drain access vault at Station 1424+45 includes dowel anchors into existing cover flume walls.

9. Construct new reinforced concrete structures at the following stations:

a. Station 1424+83.69 Azotea Portal and Drop Structure.

b. Station 1565+00 at Azotea Creek drop structure.

c. Station 1702+75 at Willow Creek drop structure.

d. Station 1831+17 at Willow Creek drop structure.

10. Placing 5,500 psi reinforced concrete for walls and inverts for the drop structures.

11. Remove existing Riprap at the downstream of drop structures.

12. Replace existing Riprap to the lines and grades as shown of the drawings.

13. Furnishing and placing Geotextile fabric for slotted pipe gravel filter.

14. Furnishing and installing 6-inch diameter DR 51 schedule 80 PVC non-slotted pipe and 6-inch diameter DR 51 schedule 80 PVC slotted pipe drains.

15. Remove, Replace, or Install new hand railing.

16. Furnish and Install Safety Access Ladder at approximately Station 1425+15 shall be removable and lockable.

All responsible Small Business Sources are encouraged to respond with their capabilities statement to include experiences and expertise, examples of similar projects that reflect the requirement, type of work complexity and value which shall be reviewed by the agency and demonstrates the firm's experience and capability to perform the principal components of the project listed above. Please reference # 140R4024R0026

Interested Small Business Sources should include the following information in their Capability Statement response:

(a) Business name, address, cage code, and point of contact information.

(b) Unique Entity ID for SAM.gov

(c) Business Size and Type: 8(a), HUBZone, Women-owned, Service-Disabled Veteran-

Owned, Small Business, etc.

(d) Evidence of your experience performing similar and relevant work as the type and scope indicated in this Sources Sought Notice within the last three years. The evidence should include the following: contract numbers, project titles, dollar amounts and points of contact with email and telephone numbers. Please do not include more than three past projects.

(e) Include attachments cataloging the company’s equipment assets (as necessary), resources that demonstrate company responsibility and capability to perform required work.

The purpose of this notice is to gain knowledge of interest, capabilities, and qualifications of potential contractors for solicitation planning purposes only. This is NOT a request for proposals and is NOT to be construed as a commitment by the Government. Responses to the sources sought notice will be used by the Government to make appropriate acquisition decisions. All interested sources must respond to future solicitation announcements separately from responses to the sources sought notice. No reimbursement will be made for any costs associated with providing information in response to this notice.

Submit an electronic Capabilities Statement to mmaestas@usbr.gov by July 22, 2024, at 5:00 PM MDT. Prospective contractors must be registered and must maintain an active registration in the System for Award Management, (SAM), as required by FAR 4.1102.

Prospective contractors must be registered in SAM prior to submitting a proposal. Lack of registration in the SAM database will make an offeror ineligible for prospective award.

Information on SAM registration can be obtained via the internet at http://www.sam.gov.

When it is determined that a formal solicitation will be issued, a Pre-Solicitation Notice will be posted on SAM.gov Federal Contract Opportunities.
