About this file
This is a Sources Sought Notice issued by the 379 ECONS/PKC at Al Udeid Airbase, Qatar, dated August 26, 2026, seeking potential sources for an Adjustable Calibration Sine Bar (Brunson Instrument Company or technically equivalent). The Government requires this specialized calibration equipment to support angle measurement calibration and adjustment of devices used in aircraft maintenance operations. Proposed solutions must meet three critical technical parameters: reduce angle measurement calibration times by a minimum of 75%, provide high-level precision capable of calibrating heavy-weight dimensional assets exceeding 100 lbs for critical aircraft fixtures, and demonstrate technical equivalence to Brunson Instrument Company products. The anticipated acquisition value is below the Simplified Acquisition Threshold of $2M and will be conducted under Revolutionary FAR Overhaul (RFO) FAR 12.201-1 simplified procedures. No small business set-aside applies due to the overseas contingency environment in Qatar.
Interested parties must submit a Capability Statement by August 29, 2026, at 1600 AST to SSgt Randal Rose (randal.rose@us.af.mil) addressing company profile information (Legal Name, CAGE Code, UEI, business size), technical capability narrative demonstrating compliance with critical thresholds, contingency and geographic capability proof for Middle East operations to Qatar, and pricing arrangements in the form of a rough order of magnitude. Prospective sources must demonstrate capability to safely transport, clear Qatar customs, and deliver the equipment to AUAB or utilize the Defense Transportation System; any asset must be delivered with NIST-traceable accredited calibration documentation. The Government anticipates making an award in late August 2026 and will provide mandatory technical replies to all respondents. This is for market research purposes only and does not constitute an RFP or commitment of any kind.

MEMORANDUM FOR RECORD
FOR:
All Potential Sources / Market Research File
FROM:
379 ECONS/PKC
DATE:
August 26, 2026
SUBJECT:
Sources Sought Notice – Adjustable Calibration Sine Bar (Brand Name or Equal)
1. Required Element and Description of Requirement This is a Sources Sought Notice to identify potential sources capable of providing an Adjustable Calibration Sine Bar (Brunson Instrument Company or technically equivalent) for the 379 ECONS at Al Udeid Airbase (AUAB), Qatar.
The Government requires an adjustable calibration sine bar to facilitate the checking, calibration, and adjustment of devices that measure small angles. To meet the operational threshold of the specialized calibration laboratories at AUAB, any proposed alternative must meet or exceed the following technical parameters:
• Time Efficiency: Must be capable of reducing angle measurement calibration times by a minimum of 75%.
• Precision and Weight Capacity: Must provide the high-level precision required to calibrate heavy-weight dimensional assets exceeding 100 lbs, which are directly utilized to calibrate critical aircraft fixtures in support of complex aircraft maintenance.
• Equivalency: Must be technically equivalent to the adjustable calibration assets manufactured by Brunson Instrument Company.
The Government is publishing this notice to conduct market research and determine if there are other viable, competitive sources capable of satisfying this commercial requirement. The anticipated value of this acquisition is below the Simplified Acquisition Threshold (SAT) of $2M. Streamlined solicitation, evaluation, and award will be executed under the simplified procedures of Revolutionary FAR Overhaul (RFO) FAR 12.201-1.
The Government anticipates making an award in late August 2026. Please note: It is the responsibility of the interested parties to monitor the Federal Business Opportunity website at SAM.gov for all subsequent postings.
2. Set-Aside Intent No small business set-aside is required for this action. This procurement is conducted in an overseas contingency environment. In accordance with Class Deviation 2026–O0037 (Revolutionary FAR Overhaul Part 19 and DFARS Part 219), specifically under DFARS 219.102(d)(i)(C) and (E), and DFARS 219.104-1(c)(ii), the mandatory small business set-aside requirements and SBA procurement center representative reviews do not apply to acquisitions that are in support of a contingency operation and are both awarded and performed outside the United States and its outlying areas.
3. Codes for Services and Supplies
• North American Industry Classification System (NAICS) Code: 333310 –
Commercial and Service Industry Machinery Manufacturing.
• Product Service Code (PSC): 5220 – Inspection Gages and Precision Layout Tools.
4. Delivery, Customs, and Calibration Constraints This planned acquisition involves delivering a high-precision calibration asset to an overseas military installation (Al Udeid Air Base, Qatar). Prospective sources must demonstrate the capability to safely transport, clear through host-nation (State of Qatar) customs, and deliver high-precision laboratory equipment to AUAB, Qatar, or ship via the Defense Transportation System (DTS) / military shipping channels.
Additionally, any proposed asset must be delivered with accredited calibration documentation traceable to the National Institute of Standards and Technology (NIST) or an equivalent international standards body to ensure immediately deployable accuracy upon receipt.
5. Government Handling of Responses (Evaluation and Reply) In accordance with RFO and DoD/SOFARS 5606.302-1 mandates regarding market research and sole-source justifications, this Sources Sought is conducted and documented as a separate identity and action from any subsequent presolicitation notice. Furthermore, the Government will provide a mandatory technical reply; the Contracting Officer will reply in writing to every company that submits a response to this notice, providing a brief technical evaluation of their submitted capabilities.
6. Mandatory Details for Contractor Responses Interested parties must submit a Capability Statement addressing the following mandatory criteria in this paragraph to include the requirements requested in paragraph 4 of this notice. Responses are due no later than 29 August 2026, 1600 AST to the Point of Contact listed herein: SSgt Randal Rose, randal.rose@us.af.mil.
• Company Profile: Include Legal Name, CAGE Code, Unique Entity Identifier (UEI), and business size status under the designated NAICS code.
• Technical Capability Statement: A technical narrative demonstrating the firm's capability to supply an adjustable calibration sine bar meeting the critical thresholds (75% calibration time reduction, small angle checking capabilities, and compatibility with heavy dimensional assets >100 lbs for aircraft fixtures). If proposing an alternative to the Brunson Instrument Company model, include specifications proving technical equivalence.
• Contingency / Geographic Capability: Proof of active operations, logistics capacity, or the immediate ability to ship and deliver high-precision assets to the Middle East theater (specifically AUAB, Qatar).
• Pricing arrangements: A rough order of magnitude (ROM) or an indication of how the contractor prices these instruments (e.g., FOB Destination with shipping costs built-in). This is not a request for a formal quote or proposal.
7. Mandatory Disclaimer This is a Sources Sought Notice for market research purposes only. This is not a Request for Proposal (RFP) or a commitment of any kind by the Government. The Government will not pay for any information submitted in response to this notice.
