This is a Combined Sources Sought Notice and Request for Information (RFI) issued by the U.S. Food and Drug Administration (FDA), Irvine Medical Products Laboratory (IRVLMP) for market research purposes. The FDA seeks information on commercially available benchtop X-Ray Fluorescence (XRF) instruments to support elemental analysis of regulated commodities, specifically for rapid, non-destructive detection of toxic heavy metals such as elemental lead and elemental mercury. The solicitation number is OC-2026-133864.

The Government requires one XRF instrument with the following minimum salient characteristics: Doubly Curved Crystal (DCC) x-ray optics capable of monochromatic excitation; Limit of Detection (LOD) for elemental lead of 0.03 ppm; LOD for elemental mercury of 0.05 ppm; minimum sample mass of 0.05 grams and maximum of 3.0 grams; calibration range from LOD up to 10,000 ppm; benchtop or portable configuration with footprint not exceeding 30" W × 30" D × 30" H; and power requirements of 110-120V. Interested vendors must submit responses electronically to freshta.javid@fda.hhs.gov by Thursday, May 21, 2026, at 2:00 PM Eastern Time, including company information, business size and socioeconomic status, NAICS codes, instrument manufacturer and model details, specification sheets demonstrating compliance with salient characteristics, country of manufacture, applicable GSA Federal Supply Schedule contract number, estimated delivery time, and estimated price range.
