Sources Sought RFI Synopsis:

Commander, Fleet Readiness Centers Industrial Equipment Preventative Maintenance and Repair

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The responses to this request for information will be utilized to determine the feasibility of the Government soliciting contracts with industry that meet the need for preventative maintenance and repair for industrial plant equipment made by different Original Equipment Manufacturers (OEMs). Responses will also be utilized by the

Government in developing and finalizing its acquisition/contracting strategy and Statements of

Work/Performance Work Statements.

The contemplated Product Service Code (PSC) for this requirement is J049 (Maint/Repair/Rebuild Of

Equipment- Maintenance And Repair Shop Equipment). The contemplated North American Industry

Classification System (NAICS) code is 811310 (Commercial and Industrial Machinery and Equipment

(except Automotive and Electronic) Repair and Maintenance).

Requirement Statement:

The Department of the Navy, Commander, Fleet Readiness Centers Headquarters located at Patuxent

River, MD is seeking efficiencies in accessing, procuring, and executing industrial equipment maintenance and repair services across the 3 major depots and selected detachments. The place of performance will depend on the unique requirements to be ordered. In general, immobile equipment

(e.g. permanently affixed to the building) will require on-site support. Mobile equipment may be shipped to the contractor’s facility or may require on-site support depending on the circumstances of the specific requirement. Performance on-site may include, but is not limited to, the following locations:

• FRCSE: NAS Jacksonville, FL o Det. Mayport, FL o Det. Key West, FL

• FRCSW: NAS North Island, CA o Det. NAS North Island, CA o Det. NAS Lemoore, CA o Det. MCB Camp Pendleton, CA o Det. NAS Pt. Mugu, CA o Det. MCAS Miramar, CA o Det. NAS Fallon, NV o Det. Cannon AFB, NM o Det. MCAS Yuma, AZ o Det. NAS Whidbey Island, WA o Det. MCAS Kaneohe Bay, HI o Det. MCAS Iwakuni, Japan o Det. MCAS Futenma, Okinawa, Japan

• FRCE: Cherry Point, NC o Det. MCAS New River, NC o Det. Beaufort, SC o Det. Hurlburt Field, FL o Det. Global TransPark, Kinston, NC o Det. FRCMA, Virginia Beach, VA

At this time, we are requesting industry feedback regarding our intended acquisition strategy:

1. Establish Blanket Purchase Agreements (BPAs) (see FAR 13.303 and the DON SAP Guide) authorizing verbal ordering procedures and payment via the Government Purchase Card (GPC).

Where possible, these BPAs would be established with Federal Supply Schedule contracts in a manner consistent with the terms and conditions of the schedule contract.

2. Where BPA’s are not a viable or preferred solution, instead establish either a Blanket Ordering

Agreement (BOA) (see FAR 16.703) or Indefinite Delivery, Indefinite Quantity (IDIQ) (see FAR

16.504) contracts similarly authorizing verbal ordering procedures and payment via the GPC.

3. Where no other ordering vehicle is appropriate or viable (e.g. for those requirements which do not have high volume throughput), instead establish stand-alone Purchase Orders (see FAR 13.302 and the DON SAP Guide) with payment via the GPC.

Please note that FAR 32.003 prohibits the provision of financing when following Simplified Acquisition

Procedures (SAP). The preponderance of requirements contemplated by this RFI are anticipated to follow SAP. Consequently, it is unlikely that we will be able to provide financing, including advance payment. Instead, payment will be made in arrears via GPC following inspection and acceptance of services rendered as documented via DD Form 250 submitted via Wide Area Workflow (WAWF).

When an order is placed for repairs following Simplified Acquisition Procedures, we anticipate the use of unpriced purchase orders consistent with FAR clause 52.213-3 and as described at FAR 13.302-2 and the DON SAP Guide.

Regardless of acquisition strategy, these contracting vehicles will encompass both preventive maintenance and repair of COMFRC-owned equipment. The specific CLIN structure used will depend on the unique circumstances of the requirement. However, in general we anticipate one line item for preventive maintenance (CLIN X001) and two additional line items for tear down, inspection, and evaluation (CLIN X002) & any needed repairs (CLIN X003). Preventive maintenance would generally include the costs (labor, material, travel) necessary to clean & lubricate the equipment, replace consumable components/parts, and calibrate the equipment. Tear down, inspection and evaluation would result in a condition status report and estimated repair quote. Repairs would include the costs (labor, material, travel) necessary to fix or replace broken components/parts as necessary to return the equipment to an operational status.

Where possible, and as consistent with the FAR, DFARS, NMCARS, and NAVAIR policies, we intend to incorporate standard commercial terms & conditions offered to support the same or similar equipment used by nongovernment customers. For example, if you offer a standard service plan that would accomplish these objectives, we would consider incorporating the terms and conditions of that service plan into the contract vehicle that best fits the requirement (BPA, BOA, IDIQ, or PO). Depending on the pricing structure that best aligns with the service plan, we may also consider adapting CLIN structure to ensure a smooth invoicing process.

We anticipate implementing this acquisition strategy as soon as possible, with BPA awards beginning in the fourth quarter of fiscal year (FY) 2024 and continuing on a staggered basis by customer priority for the next several years until the requirements for maintenance and repair services have been fulfilled. The resulting BPA’s, BOA’s, and IDIQ’s are anticipated to include up to a five-year ordering period. Any resulting Purchase Orders are anticipated to include a 12-month base period of performance with up to four Option years for a total potential period of performance of five years.

The Government welcomes industry feedback on this strategy, particularly with regard to efficiency of ordering processes, contract type and CLIN structuring. However, it should be noted that the preponderance of equipment to be supported by these vehicles is anticipated to be commercial.

Consequently, the use of cost-reimbursement line items is not anticipated at this time in accordance with

FAR 16.301-3(b).

A draft list of industrial equipment and manufacturers is hereby provided for further understanding of the required scope.

Current industrial equipment maintenance services are performed at the individual Fleet Readiness

Centers utilizing organic and contracted support services.

This effort will require the contractor to maintain relationships with OEMs for the proposed equipment as well as inspect, maintain, troubleshoot, repair, and service the industrial equipment and issue it ready for Government acceptance and use.

Capability Statement Responses Requested:

Questionnaire responses:

1) What capabilities does your company have to provide preventative maintenance and repair across a diverse collection of industrial plant equipment that is geographically located across the continental United States (California, North Carolina, Florida, Maryland, and Virginia)?

2) What OEMs that provide industrial plant equipment, such as those listed in the attached sheet, are your company authorized to provide preventative maintenance and repair for?

3) What barriers exist within industry that prevents greater collaboration between companies to offer a more efficient maintenance and repair approach? Are there agreements that exist already that allow this collaboration?

4) Please characterize the risks and/or benefits of this approach from the perspective of both the

Government and Industry.

5) Which contract type would be most beneficial for both cost and schedule to establish these contracts actions? The intent is to use Blanket Purchase Agreements, but the Government is interested in the willingness of industry to utilize this contract type or rationale for why an alternative approach may be preferred.

Interested offerors may also provide an introductory capability statement in either Microsoft Word or
