Army Contracting Center-Rock Island Sources Sought Notice

Distribution Approved for Public Release; Distribution Unlimited

PREFACE:

This is a United States Army Sources Sought Notice for the production of a trailer chassis for the Fire Suppression Refill System (FSRS).

OBJECTIVES:

The Army Contracting Command – Rock Island (ACC-RI), Rock Island, IL, in support of the Joint Manufacturing and Technology Center (JMTC), is conducting a Sources Sought Notice to determine if there are companies interested and able to produce and deliver a trailer Chassis for the FSRS.

INTENT:

The United States Government (USG) is pursuing the potential procurement of a trailer chassis manufactured in varying volumes over several years. The manufacturing of the trailer chassis must include the minimum requirements as outlined below in section 3C. In addition, testing will need to be performed and approved at the expense of the selected contractor.

DESCRIPTION:

The trailer chassis is a component of the FSRS, Armament Repair Shop Set, Standard Automotive Tool Set (ARSS), Expeditionary Kitchen Trailer (EKT) and Petroleum Quality Analysis System (PQAS). The FSRS is a fully integrated, mobile fire suppression refill system That enables the safe refilling of fire suppression bottles and systems. The FSRS will be towed by a Family of Medium Tactical Vehicles (FMTV) since the FSRS is mounted to a trailer, it allows movement of the system throughout the field.

TESTING AND DELIVERY REQUIREMENTS OF THE CONTRACTOR:

Any interested contractors would be required to perform the following testing, at their own expense as indicated below.

Required Testing:

A first production unit must pass testing with a complete FSRS unit properly affixed on the trailer in accordance with TP-94-01 created by the Defense Ammunition Center (DAC). The trailer chassis design must also be compatible with the ARSS, SATS, EKT and PQAS systems. Inspection will be conducted on the trailer chassis design to ensure all salient characteristics described in section 3C are included.

Delivery:

Contractors would need to produce the Trailer Chassis and test with a fully loaded FSRS, perform and pass all testing within TP-94-01 created by the DAC, estimated testing cost is $1 Million and estimated delivery of the approved trailer chassis is expected approximately May 2021.
