SOURCES SOUGHT: THIS IS NOT A NOTICE OF REQUEST FOR QUOTATION BUT INFORMATION AND PLANNING PURPOSES ONLY! This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government.
The Request for Quotation (RFQ) number is FA700023Q0061 and shall be used to reference any written responses to this source sought.
The USAF Academy 10th Contracting Squadron is requesting information from potential providers of Integrated Solid Waste Management Services. The North American Industry Classification System (NAICS) code is 562111, Solid Waste Collection Services, and the small business size standard is $47 million.
This sources sought is issued for the purpose of market research in accordance with FAR Part 10. USAFA is seeking interest from all vendors capable and interested in performing a long-term Integrated Solid Waste Management Services contract at the United States Air Force Academy, Colorado. This contract will provide all management, tools supplies, equipment, and labor necessary to ensure Integrated Solid Waste Management Services are performed at USAFA and at Farish Recreation Area (approximately 35 to 46 miles northwest of the Academy).
The result of this market research will contribute to determining the method of procurement. This announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. At this time, USAFA is not seeking proposals and will not accept unsolicited proposals.
The Performance Work Statement (PWS) is attached. The following is a synopsis of the requirement contained in the PWS:
The Contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform integrated solid waste management at the United States Air Force Academy (USAFA). The Contractor shall perform to the standards in the contract as well as all local, state, and federal regulations, international agreements, Status of Forces Agreements (SOFA) and appropriate Final Governing Standards (FGS) or, in their absence, the Overseas Environmental Baseline Guidance Document (OEBGD).
We are interested in SBA certified 8(a) businesses that are capable of meeting this requirement.
Market research is being conducted to determine interest, capability, and socio-economic category of potential sources for the requirement. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), and 8(a) business status (i.e., 8(a), anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers.
All interested firms should submit a capabilities package that outlines the firm’s capabilities in providing the required services. Contractor is required to provide all management and labor required for the operation and management of the required services. Include three past references with current contact information and contract number. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Recent, relevant experience in all areas should be provided. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. The response must not exceed 5 pages.
Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The Government will use this information in determining its small business set-aside decision.

Interested and qualified sources are requested to submit the following information to this office by electronic mail by: 31 July 2023 at 8:00 AM Mountain Time.
(1) Company name, address, point of contact, telephone number, e-mail address, CAGE/DUNS.
(2) Representation/Certification of small business socio economic status (if applicable).
(3) Examples of prior services provided of a similar nature.
(4) Estimated workload factors are in Appendix A, Estimated Workload Data. Would interested contractors want a site visit?
(5) After reviewing the attached Performance Work Statement (PWS) do you find any information to be difficult to understand? Are there any areas which could be made clearer? Is there anything which is outside of industry standards?
(6) What are your standard commercial practices for pricing, quality control, terms and conditions relevant to this requirement? Please feel free to provide a copy of your terms and conditions for this type of work.
