About this file
This is a Sources Sought Questionnaire for the Poe Lock Gate 3 Replacement project issued by the U.S. Army Corps of Engineers, Detroit District. The market research seeks to identify capabilities of small and large businesses for fabricating and delivering a replacement miter gate for the Soo Locks Complex in Sault Ste. Marie, Michigan. The project requires an AISC Fabricator with AWS and SSPC painting certifications, specifically for fabricating a welded steel structure weighing 200 tons or more, measuring at least 50 feet in length and width, and 4 feet in depth.
The anticipated Period of Performance is from Spring 2026 through Summer 2029, with the final gate delivery expected in Summer 2029. The procurement will potentially be set aside for small businesses, considering all small business categories. Key technical requirements include CONUS fabrication, compliance with the Build America, Buy America (BABA) Act, and specific painting and certification standards. Respondents must provide detailed company capabilities, past project examples, subcontracting plans, fabrication methods, delivery approaches, and certifications to demonstrate their ability to successfully complete this specialized marine infrastructure project.

POC Email:
2. Business Size and Socio‐economic status (if applicable) for NAICS Code 332312 (Check all that apply):
☐ Large Business ☐ Small Business ☐ Small Disadvantaged Business (SDB) ☐ 8(a) Small Business ☐ Veteran‐Owned Small Business (VOSB) ☐ Service‐Disabled Veteran‐Owned Small Business (SDVOSB) ☐ HUBZone Small Business ☐ Woman‐Owned Small Business (WOSB) ☐ Economically Disadvantaged Woman‐Owned Small Business (EDWOSB)
3. Company Capability
Provide company capability statement to demonstrate the ability to successfully perform the required work. Please be as descriptive as possible. References to fabrication capabilities, facility square footage, crane access and sizes, required certifications, etc. is preferred.
4. Past Project Examples
Submit a description of up to 3 projects, similar in project size and scope, completed in the past 10 years. This project will require AISC Fabricator, AWS, and SSPC painting certifications for the personnel and facilities used on the project. Similar in scope means having fabricated welded steel structures similar to miter gates for which a majority of the work included similar amounts of welding, weld testing, detail types, total weight, member thicknesses and dimensions, geometry, tolerances, painting using vinyl paint, and handling requirements. Similar in size is defined as 200 ton or greater with lengths and widths of 50 feet or more, with depths of 4 feet or more. Include each contract number, award date, dollar value of contract, overview of fabrication (i.e. size/weight), and project/delivery/fabrication location.
5. Subcontracting: For this requirement, please indicate what percentage (and type of work) would be subcontracted (please reference FAR 52.219-14 (Dev), Limitations on Subcontracting, Class Deviation 2021-O0008).
a. If subcontracting is anticipated, indicate if the subcontract would be to a large or small business entity. If a small business, please indicate any socioeconomic subcategory(ies) of the subcontractor if known. (e.g. HUBZone, 8(a), SDVOSB, WOSB, etc.)
b. If subcontracting is anticipated, please describe what work would be self-performed for this requirement.
6. CONUS Fabrication: Due to unknown tariff impacts, current travel restrictions, and necessity for QA/QC oversight by the Government, the Government is contemplating CONUS fabrication only. Please identify if your fabrication location is located in the continental U.S. and if you anticipate any concerns regarding the fabrication and assembly in the U.S.
7. The Build America, Buy America Act (BABA) Act: The BABA Act applies to this procurement. The BABA Act states funds provided under applicable awards may not be used unless: (A) in the case of iron or steel products, that all manufacturing processes, from the initial melting stage through the application of coatings, occurred in the United States; (B) in the case of manufactured products, that— (i) the manufactured product was manufactured in the United States; and (ii) the cost of the components of the manufactured product that are mined, produced, or manufactured in the United States is greater than 55 percent of the total cost of all components of the manufactured product, unless another standard for determining the minimum amount of domestic content of the manufactured product has been established under applicable law or regulation; and (C) in the case of construction materials, that all manufacturing processes for the construction material occurred in the United States.
Do you anticipate concerns regarding compliance with the BABA Act requirements?
8. Means and Methods: Please indicate how you would intend to fabricate, assemble, paint/coat, and ship the gate. Please also provide an overview of where each stage would take place (i.e. location: facility, erection/shipping yard, other temporary location, etc.). Please also address the following in your response:
· Delivery: Project site has limited delivery schedule options due to weather/ice and it is anticipated the gate will be delivered on site by vessel/barge. Please provide an overview of the planned delivery method and if any barriers are anticipated in the transport.
· Certified SSPC QP 3: As stated in the SOW, the Fabricator or Sub-Fabricator performing painting must be a certified SSPC QP 3 (Enclosed or Covered) Painting Fabricator for all off-site surface preparation and coating applications. SSPC QP 3 Covered certification is acceptable only if the painting facility has all walls/partitions continuous to grade/floor and a full roof. Also note that AISC Sophisticated Paint Endorsement is no longer accepted by the Government for painting of hydraulic steel structures. Please provide an overview of planned method for the painting/coating (intent of enclosed or covered) and if the fabricator has the corresponding certifications for the method chosen.
Include any other considerations the Government needs to be made aware of that may impact means and methods to accomplish the work.
9. Schedule: The anticipated Period of Performance (PoP) is estimated in Spring 2026 through Summer 2029 with the final deliverable of the gate in Summer 2029. Please indicate if the duration of the PoP is appropriate for this requirement. If not, please explain. Are there any concerns regarding delivery of the final product (by Summer 2029)? If so, please explain.
