The Federal Bureau of Prisons is conducting market research in accordance with Federal Acquisition Regulation, Part 10.
A single solicitation will be issued for FCI/FPC Pekin Fire Alarm Update. The Federal Bureau of Prisons (FBOP), Federal Correctional Institution (FCI) Pekin located at 2600 South Second Street, Pekin, IL 61554 intends to make a single award to a responsible entity that will provide all necessary equipment, labor, materials, and incidentals to FCI/FPC Pekin Fire Alarm Update.
This sources sought questionnaire is for information purposes only. The described requirement may or may not be included in the subsequent solicitation.
A summary of the requirements is as follows:
A. FCI/FPC Pekin will be updating current fire alarm system to the current code standards of local, state, and federal regulations. The awarded contractor will provide the fabricating, installation, set up, programming, testing, and training to accomplish this task.
B. None of the existing smoke detectors meet the requirements of UL 268, 7th Edition for Multi-Criteria Sensing Smoke Detectors. Some buildings also have hardwired, zoned systems from the original prison construction.
Therefore, this project is for the upgrade of all existing Edwards EST3 Fire Alarm Networked Fire Alarm Control Panels to new Edwards EST-4 Networked Fire Alarm Control Panels or equal and with salient characteristics as mentioned in subsections I, J, K, L, M, N, O P, Q, R, S, T, U, V, W, X, Y, Z, and subsection AA below.
C. Additionally, existing hardwired zoned systems will receive new fire alarm cabling to accommodate the installation of new addressable devices (existing keyed manual pull stations will remain but will connect to new addressable input modules reusing the existing back boxes). Existing addressable systems will receive new addressable devices, but new cabling is not required.
D. The existing graphic workstation functions shall continue to display the address of the alarm or off-normal point with type/description and time of the event in a prioritized color-coded event list. The display shall continue to Display color graphical representation of the area in which the alarm or off-normal device is located. There shall also be a set of written operator instructions for each point. The operator must be able to log comments for each event to history with time and date. The history must be accessible for future review. The existing workstation common control functions (acknowledging, silencing, and resetting of fire alarm functions) while maintaining UL 864 listing shall remain. The workstation shall be capable of generating status, maintenance, and sensitivity reports for all fire alarm components.
E. Products supplied by the manufacturer must meet or exceed the performance standards of the Bureau of Prisons.
Each building must be supplied with the adequate quantity and location to meet up to date code regulations and Bureau policy. All materials provided and installed shall be consistent with industry standard.
F. The equipment will be placed within specified areas within the housing units and program areas. The affected buildings on site are as follows: A, B, C, D1, D2, E, F, G, H1, H2, H3, H4, I, J, K, L, M, N, O, P, Q, R, S, T, Parity.
G. The following buildings currently are hardwired zoned systems and will receive a new EST4 Fire Alarm Control Panel along with all new addressable devices and new fire alarm cabling: A, B/C, E/F, I, J/K, M, N/O, P, Q/R, S, T, Parity.
H. The following buildings are currently addressable but are EST3 Fire Alarm Control Panels with the original IRC3 addressable devices. These will be upgraded to EST4 Fire Alarm Control Panels and will have all new addressable devices installed. New cabling is not required in these buildings: D1, D2, H1, H2, H3, H4, L, P.
NOTE: I to Z can be found in the full Statement of Work. It includes more detailed information regarding specific buildings and minimum replacement equipment AA. The awarded contractor must also supply the sufficient infrastructure to accomplish the installation of said equipment. This shall include but not limited to the wire, conduit raceways, junction boxes, bases, and anchors.
BB. All existing smoke detectors and duct smoke detectors that are currently installed in the individual cell duct work shall be removed and taken out of the prison fire alarm network.
CC. All demolition of existing system will include the appropriate replacement and closure of any building infrastructure and HVAC systems, to keep FCI/FPC Pekin within current building codes and a completely functioning system. This will include but not limited to the removal of smoke detectors located inside the ductwork of housing units. It will be the responsibility of the contractor to reseal ductwork where the cover would have been previously installed. The conduit, wire, and junction boxes to any deleted devices and equipment will be removed and disposed of by the awarded contractor.
DD. Fire alarm system wiring shall be installed in raceways, boxes, gutters, and enclosures that are dedicated for fire alarm systems. The wiring shall not be permitted to be installed in raceways, junction boxes, and enclosures used for non-fire alarm systems.
EE. The fire alarm system must communicate through the currently installed fiber optic system FCI/FPC Pekin. The existing individual building to the Control Center fiber optic cabling shall remain as-is. The existing multi-mode fiber optic ethernet switches will remain as-is, but they will be upgraded to single mode switches at a later date after the new prison-wide fiber optic cabling project is completed by others. Each building will communicate with control center Fireworks independently.
FF. Installation will be done without a temporary system. Each building will be completed before work on the next building begins. The contractor will maintain cooperation of all trades involved with this project.
GG. Contractor is to perform work in a manner that ensures all work is done in accordance with all environmental, safety and security regulations and codes. All procedures on Bureau of Prisons’ tool policy must be followed at all times. All equipment and waste must be removed daily at the completion of the day. Jobsite must maintain cleanliness. Installation will be done without a temporary system. Each building will be completed before work on next building begins. The contractor shall maintain cooperation of all trades involved with this project.
HH. Contractor must be a certified Edwards Fire Alarm or brand name equivalant system installer. Contractor must be working within Edwards designated working area. The purpose of this requirement is for appropriate future maintenance and response at minimal cost. The designated areas supplies a sufficient response time and cost.
II. The contractor will provide all the necessary on-site training required to install, operate, and maintain all features of the Fire Alarm Network and Control Center Work Station. They shall provide technical guidance to BOP staff on the material and procedures needed to complete the install. Upon completion of the project, the awarded contractor shall provide sponsorship to the associated fire alarm training certification. The funding should be sufficient for two trained Bureau employees.
JJ. The contractor will provide testing and certification upon completion of the project. The documented certification must meet all life safety, fire protection, and other related codes. The contractor will provide engineered schematics and drawing of the new installation before the start of the project. Upon completion, all as built drawings will be provided in hard copy and AutoCAD forms. They will outline the system and clearly denote how it configured between the existing system and the new system.

A few notes regarding all FBOP requirements:
1. The resulting solicitation will be distributed solely through the General Services Administration Federal Business Opportunities website at sam.gov. Hard copies of the solicitation are not available. The website provides download instructions to obtain all documents relating to the solicitation. All future information concerning this acquisition, including the pre-solicitation notices, solicitation, and any subsequent amendments, will be distributed solely through the website. Interested parties are responsible for monitoring the website to ensure they have the most current information about the acquisition.
2. Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered in the System for Award Management (SAM) at www.sam.gov. In order to qualify for award, your business size metrics information entered in your SAM registration must be less than or equal to the size standard specified above. You must also have the NAICS code stated. Each bidder's SAM registration will be reviewed by the Government to confirm that your business size meets the small business size standard requirement and the stated NAICS code is listed.
