The Federal Bureau of Prisons is conducting market research in accordance with Federal Acquisition Regulation, Part 10.
A single solicitation will be issued for Upgrade Fire Alarm System. The Federal Bureau of Prisons (FBOP), Federal Correctional Complex (FCC) Terre Haute located at 4700 Bureau Road South, Terre Haute, IN 47802 intends to make a single award to a responsible entity that will provide all necessary equipment, labor, materials, and incidentals to Upgrade Fire Alarm System.
This sources sought questionnaire is for information purposes only. The described requirement may or may not be included in the subsequent solicitation.
A summary of the requirements is as follows:
INTRODUCTION
The Federal Bureau of Prisons (FBOP), Federal Correctional Institution (FCI) and Federal Prison Camp (FPC) Terre Haute, intends to award a contract to a responsible entity for the upgrade of the current Simplex and Notifier fire alarm systems at FCI & FPC Terre Haute, located at 4200 Bureau Rd North, Terre Haute, Indiana, 47802. Federal Correctional Institution & Federal Prison Camp Terre Haute is located in Terre Haute, Indiana approximately 70 miles west of Indianapolis, Indiana. The Institution’s system will be replaced with new Edwards EST4 networked fire alarm panels, controls, and a FireWorks Workstation located in both the FCI and FPC Control Rooms and the FCI PBX Room. The Federal Correctional Institution upgrade will consist of replacing the existing Simplex Grinnell panels, all input/notification devices, two annunciator panels, located in the Special Housing Unit and UNICOR, all associated power supplies, and the addition of a new Fireworks System. The Federal Prison Camp upgrade will consist of replacing the existing Simplex and Notifier panels, all input/notification devices, annunciator panels, associated power supplies, and the addition of a new Fireworks System. This will include replacement of the existing Fire Alarm Control Panel (FACP) with a new Edwards EST4 panel, a new Edwards EST4 annunciator panel, and all other existing devices for the entire building. Currently the system consists of pull stations, horn/strobe combos, smoke detectors, heat detectors, duct detectors and flow switches.
Equipment, materials, and programming listed by manufacturer may be BRAND NAME OR EQUAL. Bidder is advised that should a different manufacturer be bid, all technical written specifications and materials MUST be submitted with your bid to be verified and approved as equal products.
SCOPE OF WORK
Federal Correctional Institution & Federal Prison Camp Terre Haute Fire Alarm System Replacement ‐ Contractor shall replace and install a new reportable standalone fire alarm system having all new state‐of‐the‐art hardware and software. Operability features of the panels, remote annunciator panels and associated equipment will be at minimum, equal to the current system’s capabilities, to include wiring method (Class A) and remote annunciator. Furnish and install all required conduit, fittings, and enclosures for installation of new Edwards EST4 fire alarm systems. Contractor shall network the system, program the fire alarm system using building identification for where the alarms are, affix identification labels on all initiating devices, pre‐test, and final testing documentation of fire alarm system. All existing fire alarm panels and the associated components removed will be disposed of in accordance with federal, state, and local guidelines.
Contractor provided fire alarm system shall be non‐proprietary and addressable to include programming and installation of new fire alarm panels, annunciator panels, power supplies, horn/strobe combos, strobes, pull stations, flow switches, heat detector, duct detectors, network switches, power supplies, a UL listed Fireworks Graphical Computer and Ethernet Communication Modules, where applicable. The fire alarm system shall be networked using contractor installed 24 strand single mode fiber optic and Cat 6E or better cabling. A compliment of spare system devices shall be provided by the contractor (see quantities below).
The contractor has sole responsibility and discretion for choosing and implementing the manner and method of performing the tasks outlined in this Statement of Work as long as they do not impede or violate any Local, State, or Federal regulatory policies and/or laws and are carried out in a way to best minimize disruption of institution operations. Contractor will field verify all quantities and dimensions.
Salient characteristics for the fire alarm system hardware/software. The proposed fire alarm system must meet, or exceed, the following specifications:
a. On‐board webserver providing independent access to system status reports.
b. Large Full‐color LCD touchscreen with tactile buttons.
c. Five‐color LED indicators.
d. Network data, audio data, and telephone data share a single twisted pair or single fiber strand.
e. Upgradeable to support voice audio.
f. Self‐configuring network requiring no intervention by system admin personnel.
g. Hot‐swappable network connections allowing changes from copper to fiber with no system down‐time.
h. 480 Mbps USB ports on panels.
i. Upload/download protocol allowing for no system down‐time during updates.
j. Firewalls meeting the latest Advanced Encryption Standards (NIST ‐ AES Validation).
k. Local and remote reporting that allows reports to be generated on‐site, at system printers, or remotely via webserver.
l. 20,000‐event History.

A few notes regarding all FBOP requirements:
1. The resulting solicitation will be distributed solely through the General Services Administration Federal Business Opportunities website at sam.gov. Hard copies of the solicitation are not available. The website provides download instructions to obtain all documents relating to the solicitation. All future information concerning this acquisition, including the pre-solicitation notices, solicitation, and any subsequent amendments, will be distributed solely through the website. Interested parties are responsible for monitoring the website to ensure they have the most current information about the acquisition.
2. Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered in the System for Award Management (SAM) at www.sam.gov. In order to qualify for award, your business size metrics information entered in your SAM registration must be less than or equal to the size standard specified above. You must also have the NAICS code stated. Each bidder's SAM registration will be reviewed by the Government to confirm that your business size meets the small business size standard requirement and the stated NAICS code is listed. All bidders are urged to double check their SAM registration and update as necessary, including the size metrics information and NAICS code.
