About this file

This is a Sources Sought Questionnaire designed to identify potential contractors with specific capabilities and experience related to training and exercise planning for emergency management and laboratory biosafety operations.

The questionnaire addresses four primary areas of inquiry. First, it requests descriptions of experience conducting needs assessments and gap analyses, along with developing Training and Exercise Plans (TEPs), including methodologies for determining exercise needs and criteria for sequencing or consolidation. Second, it requires detailed information on staff qualifications and specialized expertise across seven competency areas: Homeland Security Exercise Evaluation Program (HSEEP) application, Incident Command System (ICS) knowledge, bio-risk management best practices in laboratory settings, emergency management program management practices, high containment laboratory operations and preparedness, emergency management's role in agriculture, and any other relevant experience. Third, the questionnaire asks respondents to identify any challenges associated with performing work on-site at the facility. Fourth, it inquires whether potential contractors have concerns regarding the required background investigations and fingerprint checks that contract employees and staff must undergo to obtain facility access and handle sensitive information.
