The Federal Bureau of Prisons is conducting market research in accordance with Federal Acquisition Regulation, Part 10. A single solicitation will be issued for Replace PLC. The Federal Bureau of Prisons (FBOP), Federal Correctional Complex Tucson (FCC Tucson) located at 9300 S. Wilmot Rd. Tucson, Arizona 85756 intends to make a single award to a responsible entity that will provide all necessary equipment, labor, materials, and incidentals to Replace PLC.
This sources sought questionnaire is for information purposes only. The described requirement may or may not be included in the subsequent solicitation.
FCC Tucson is a federally owned facility located at 9300 S. Wilmot Rd. Tucson, Arizona 85756. The Work of Project is defined by the Contract Documents and consists of the following:
B.1 Contractor shall provide and install a new PLC system, Redundant head-end, including four (4) new touch screen controllers that are redundant inside Control Center, having all new state-of-the-art hardware to include interface boards wired to the PLC and software attributes that is compatible with, or adaptable to FCC Tucson existing systems. The existing systems include Institution’s fire alarm interface units, Inmate duress alarm interface units, Institution door actuator system, TOA intercom system, Inmate phone system and motion detectors. Also remove and replace with new Omron CJ2 series PLC’s or approved equivalent and interface boards wired to every PLC in all the buildings that have a PLC.
B.2 The Contractor will provide a redundant PLC system which shall be an Omron CJ2 series, running SYSMAC CX programming, or approved equivalent. Omron PLC System is currently approved by Department of Justice Bureau of Prisons, any equivalent will be subject to the approval process. Existing hardware to be verified by Contractor includes but not limited to; circuit board back planes, interface boards, wiring/cables, primary and redundant CPUs, power supplies, Ethernet communication modules, input/output (I/O) modules, and Fiber communication modules where applicable. Spare CPUs, network switches, power supplies, input/output (I/O) modules, Fiber communication modules, and touchscreens where applicable shall be provided by the contractor. Contractor will provide the approved stand-alone fiber optic network comprised of Cisco Catalyst 3560 8 port switches and Cisco Catalyst 9300 or approved equivalent. The Cisco 9300 will be installed at the head end to connect the remote contractor installed Cisco 3560 with existing fiber. The contractor will provide all the Fiber SFP’s, copper Ethernet plugins, and fiber and Ethernet patch cables. The programming for the stand-alone network will also be provided by the contractor.
B.3 The contractor has sole responsibility and discretion for choosing and implementing the manner and method of performing the tasks outlined in this Statement of Work, as long as they don’t impede or violate any Local, State, or Federal regulatory policies and/or laws. Upon award of contract, it is the contractor’s responsibility to verify the existing conditions and the hardware needed to complete this project. Removal of old PLC and installation of new PLC systems must be carried out in a way to best minimize institution operational disruption. An agreed upon “Plan of Action” (POA) outlining the task steps required to complete the work, and contingencies that would be implemented in the event of a work stoppage, shall be provided by the contractor to the institution’s Contracting Officer Representative (COR) prior to start of work. The COR shall monitor and review contractor performance to ensure contract compliance. The contractor’s performance will be evaluated in accordance with FAR Part 42.
B.4 Contractor shall provide a complete PLC system including hardware, software, and programming.
Provided hardware shall be from a manufacturer that will maintain parts availability for all system components for the selected system for a minimum of ten (10) years past the system installation acceptance date. Provided software shall provide manufacturer’s supported updates that will maintain the system security, operation, and efficiency. Software and programming shall be supported with 24- hour Technical Support phone service and in-person, on-site technical support within 72 hours if an issue cannot be resolved over the phone for the life of the system. See the Statement of Work/Specifications attachment for the complete requirements of the work.

A few notes regarding all FBOP requirements:
1. The resulting solicitation will be distributed solely through the General Services Administration Federal Business Opportunities website at sam.gov. Hard copies of the solicitation are not available. The website provides download instructions to obtain all documents relating to the solicitation. All future information concerning this acquisition, including the pre-solicitation notices, solicitation, and any subsequent amendments, will be distributed solely through the website. Interested parties are responsible for monitoring the website to ensure they have the most current information about the acquisition.
2. Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered in the System for Award Management (SAM) at www.sam.gov. In order to qualify for award, your business size metrics information entered in your SAM registration must be less than or equal to the size standard specified above. You must also have the NAICS code stated.
Each bidder's SAM registration will be reviewed by the Government to confirm that your business size meets the small business size standard requirement and the stated NAICS code is listed. All bidders are urged to double check their SAM registration and update as necessary, including the size metrics information and NAICS code.
