About this file

This document is a Sources Sought Questionnaire for the Davis Building Rehabilitation project, a market research tool issued by the U.S. Army Corps of Engineers, Detroit District, to identify contractor interest and capabilities for design-build services at the Soo Locks Complex in Sault Sainte Marie, Michigan. The questionnaire is non-binding and for informational purposes only; responses do not constitute offers and create no government obligation to award a contract. Submissions are voluntary, will not be returned to respondents, and non-response does not preclude participation in any future solicitation.

The questionnaire requests company information, business size and socioeconomic status under NAICS Code 237990 (Other Heavy and Civil Engineering Construction with a $45 million small business size standard), and detailed capability statements addressing core design-construction capabilities, bonding, licenses, earthwork, water mitigation, fire suppression design/installation, and historic preservation experience. Respondents must provide three or more similar project examples demonstrating rehabilitation and restoration of historic buildings with abatement of lead, mold, and asbestos. The Davis Building, constructed in the early 1900s, presents specific technical challenges including significant basement moisture intrusion, deteriorated underground storm drainage, and a deep central pump well shaft requiring structural protection. The questionnaire seeks proposals for diagnostic testing and modern waterproofing technologies to achieve long-term moisture control without compromising historic features. Additional sections address anticipated challenges in cold-climate operations (winter construction, freeze-thaw conditions, condensation control), remote operations logistics (barge transport, winter mobilization, material delivery), site constraints (crane placement, staging, material storage, active lock operations), and subcontracting plans. The estimated Period of Performance is 36 months (12 months design, 24 months construction). The government indicated the requirement may be set aside for small businesses or procured through full and open competition, considering all small business socioeconomic categories.

2. Business Size and Socio‐Economic Status (if applicable) for NAICS Code 237990 Other Heavy and Civil Engineering Construction that has a Small Business Size Standard of $45M in Average Annual Receipts (Check all that apply):

☐ Large Business ☐ Small Business ☐ Small Disadvantaged Business (SDB) ☐ 8(a) Small Business ☐ Veteran‐Owned Small Business (VOSB) ☐ Service‐Disabled Veteran‐Owned Small Business (SDVOSB) ☐ HUBZone Small Business ☐ Woman‐Owned Small Business (WOSB) ☐ Economically Disadvantaged Woman‐Owned Small Business (EDWOSB)

3. Company Capability: Please provide a company capability statement or a descriptive statement of the company’s core design and construction capabilities to include any experience with design-build capabilities, bonding, licenses, earthwork, water mitigation, fire suppression design and/or installation, and historic preservation.

4. Prior Project Examples: Please provide descriptions of three (3) or more projects that are similar to this project in scope. Experience on similar projects should demonstrate ability to rehabilitate, restore, and protect historic buildings and abatement of lead, mold, and asbestos during construction. Please include the following information in the project descriptions:

· Project Name:

· Contract Number (if applicable):

· Year Completed:

· Performance as a Prime Contractor or Sub-Contractor:

· Type and percentage of work self-performed (based on contract value):

· Contract Value (Dollar Amount): $

· General Description of the Project:

5. Historic Foundation & Water Management: The Davis Building (built early 1900s) features significant basement moisture intrusion, deteriorated underground storm drainage, and a deep central pump well shaft that must remain structurally undisturbed. Existing conditions of below-grade waterproofing and vapor barriers are unknown. Work is anticipated to include repairing existing underground stormwater piping. The Government is contemplating a basement-level addition requiring excavation immediately adjacent to the existing foundation and central shaft.

a. Please identify the primary risks associated with excavating adjacent to this historic structure and explain how your firm would protect the integrity of the building and the central shaft during construction if included in the design.

b. What diagnostic testing and modern waterproofing/moisture-mitigation technologies would you propose to resolve the basement moisture issues to achieve long-term moisture control without compromising the structural integrity and historical features of the building?

6. Cold-Climate, Remote Operations, and Other Site Challenges: This project requires executing complex design-build construction within a remote northern climate, on a secure site with highly restricted access and ongoing active construction with limited on-site laydown or material placement areas.

a. Cold-Climate Operations: What challenges (such as winter construction, enclosure practices, freeze-thaw conditions, condensation/vapor control, etc.) are anticipated for this project over the period of performance?

b. Remote Operations: What logistical hurdles are anticipated regarding barge-based transport, winter mobilization, and material delivery to the project site?

c. Other Site Challenges: What challenges are anticipated regarding crane/load handling placement, staging, and material storage? How would approach site management to ensure operations do not disrupt active lock operations or adjacent construction?

7. Subcontracting: For this requirement, please indicate what percentage of this work would be subcontracted.

a. If subcontracting is anticipated, what work would be planned to be subcontracted and would you plan to subcontract to large and/or small businesses?

b. If subcontracting is anticipated to small businesses, are these small businesses within a socio-economic sub-category (e.g. HUBZone, 8(a), SDVOSB, WOSB, VOSB, etc.)?

8. Schedule: The anticipated Period of Performance (PoP) is estimated to be 36 months (12-months for design and 24-months for construction). Please indicate if the duration of the PoP, as broken down, is appropriate for this requirement. If not, please explain.

9. Interest: If this requirement is advertised, do you anticipate submitting an offer? (Select below). If selecting “Undecided”, please state why.

☐ Yes ☐ No ☐ Undecided

10. Additional Comments: Please provide any additional information you feel is necessary.
