About this file
This is a Sources Sought notice requesting information from potential vendors regarding UH-60L/M Operational Test Program Sets for the California Army National Guard Medical Readiness Detachment. The acquisition is exploratory in nature and not a formal solicitation; responses are requested by November 10, 2026, to manuel.a.jimenez12.civ@army.mil or 562-795-2551.
Four lines of test equipment are sought with delivery to 5168 E Dakota Ave, Fresno, CA 93727. Line 1 (P/N 991-000-00139-02) requires a Test Program Set to test Right-Hand Relay Panel 70550-02102-056, including software on CD-ROM and Test Adapter Cables in a rugged case. Line 2 (P/N 991-OTP-00014-02) requires an Operational Test Program Set to validate the Blade De-Ice Distributor 70550-02127-104's high-power AC electrical paths, testing for continuity, shorts, and load balancing capabilities. Line 3 (P/N 991-OTP-00119-01) requires a Test Program Set to verify control panels 70902-01099-045 and 70902-01099-047 send correct command signals to the BDI system through pilot input simulation. Line 4 (P/N 991-OTP-00120-01) requires a comprehensive Test Program Set with a Test Interface Assembly to validate Left-Hand Relay Panels 70550-02105-057 and 70550-02419-043 for opens, shorts, and correct relay function. Responding vendors must provide company name, business size, Unique Entity ID, and CAGE Code, along with detailed capability assessments and identification of any potential challenges.

UH-60L/M Operational Test Program Sets
Purpose: To procure Military UH-60L/M Black Hawk specific test program sets to test various aircraft electrical components and systems.
Background: These Test Program Sets (TPS) for the UH-60L/M electrical systems are a critical operational necessity. They ensure flight safety, maximize aircraft readiness (MC rates), and prevent catastrophic failures.
Place of Delivery: 5168 E Dakota Ave, Fresno, CA 93727.
Product Requirements:
Line 1: P/N: 991-000-00139-02 Test Program Set (TPS) The primary requirement for this TPS is to accurately and reliably test the electrical integrity of the Right-Hand (R/H) Relay Panel (Part Number: 70550-02102-056).
• The TPS must be able to automatically verify circuit continuity, detect short circuits or open circuits, confirm proper relay actuation, and ensure there is no signal bleed between circuits.
Must Include the following:
Test Program Software on CD-ROM Test Adapter Cables (TAC) in storage bags inside a rugged case
Line 2: P/N: 991-OTP-00014-02 Operational Test Program Set (OTPS) The requirement is to validate the integrity of high-power AC electrical paths within the Blade De-Ice (BDI) Distributor (P/N 70550-02127-104)
• The TPS must be able to test for continuity, shorts, and proper load balancing capabilities of the distributor's circuits to ensure it can handle the significant power draw of the de-ice system.
Test Program Set (TPS) to test BDI Distributor 70550-02127-104 Test Adapter Cables (TAC) in storage bags inside a rugged case
Line 3: P/N: 991-OTP-00119-01 Operational Test Program Set The requirement is to verify that the control panels correctly send command signals to the BDI system (P/N 70902-01099-045 & 70902-01099-047).
• The TPS must be able to simulate pilot inputs and confirm that the correct output signals are generated by the control panels without error.
Must Include the following:
Test Program Software on CD-ROM Test Program Set (TPS) to test BDI Control Panels 70902-01099-045 & 70902-01099 Test Adapter Cables (TAC) in storage bags inside a rugged case
Line 4: P/N 991-OTP-00120-01 Operational Test Program Set The requirement is to validate the complete electrical integrity of the Left-Hand (L/H) relay panels (P/N 70550-02105-057 & 70550-02419-043).
• The TPS which includes a Test Interface Assembly (TIA) must be able to comprehensively check for opens, shorts, and correct relay function across all circuits of two different panel part numbers.
Test Program Set (TPS) to test L/H Relay Panels 70550-02105-057 & 70550-02419-043 Test Interface Assembly (TIA) inside a rugged case Test Adapter Cables (TAC) in storage bags inside a rugged case
