Title: GFAFB A-E Project: CCR FOR REPAIR/OPTIMIZE BASE SEWAGE TREATMENT
AND DISPOSAL
Solicitation No. FA465921R0007
THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR INFORMATION ONLY. THIS IS
NOT A REQUEST FOR PROPOSAL. The Air Force is seeking sources for a potential competitive 100% set aside for Small Businesses located in the Small Business Administration’s
(SBA’s) Region VIII (North Dakota, South Dakota, Montana, Wyoming, Utah, and Colorado) and Minnesota, or HUBZone, Service Disabled Veteran Owned, or Small Business concerns located anywhere in the United States. The purpose of this sources sought notice is to obtain information on qualified and experienced contractors interested in providing proposals on an
Architect-Engineer (FAR 36.6) solicitation. IF ADEQUATE RESPONSES ARE NOT
RECEIVED FROM THE ABOVE-MENTIONED CONCERNS, THE ACQUISITION MAY
BE SOLICITED ON AN UNRESTRICTED BASIS.
This project will be a firm-fixed price (FFP) Architect-Engineer effort for Planning and Charrette work with a magnitude between $100,000 and $250,000. The Government anticipates awarding to one offeror. Work to be performed will be within the North American Industry Classification
System (NAICS) Code 541310, Architectural Services. The small business standard is $8.0 million.
Scope of Work: The Architect-Engineer (A-E) shall perform field reconnaissance, studies, site investigations, and a preliminary design meeting with the users, including travel and work required to obtain engineering information and design data to produce a charrette study for this project. The Base Civil Engineering Project Manager will assist in scheduling design meetings.
Background: The lagoons currently are unable to function as originally designed. There is vegetation, primarily cattails, growing in the south secondary and tertiary ponds that is causing damage and limiting the effectiveness of the lagoons’ function. Air Force policies governing the current contaminant (PFOS/PFOA) situation prohibit the base from discharging out of the lagoon system.
Provide evaluations, recommendations, and cost estimates for the following options:
A. Evaluate physical actions or chemical sprays for removing the vegetation to limit future damage and allow the lagoon to function correctly.
B. Research adding sources of effluent flow from both sources below and cost estimates for using either or a combination of both:
i. Divert storm water sewer line to sanitary sewer line when lagoon is low.
ii. Groundwater pump discharge from base housing. Determine whether the State of North Dakota, Balfour Beatty Communities (BBC) and Base Utilities
Incorporated (BUI) would allow this.
C. Research cost impact to close a single or combination of existing lagoons and if base were to subsequently grow how detrimental and costly it may be to bring lagoon(s) back online.
D. Research cost impact to close and remediate lagoons if necessary and connect to City of Grand Forks sanitary sewer treatment plant.
E. Research cost impact to construct a new sanitary sewer treatment plant for the
GFAFB.
Provide in-depth site investigation of the current pond conditions and sludge depth and sample analysis.
The contractor could also be expected to attend and/or support meetings and teleconferences as required by the Project Manager with the customer and/or government representative(s). The purpose of the meetings include, but are not limited to, contract discussions, progress reviews, project scoping, planning, design reviews, planning/programming charrette activities, project definition charrette activities, design charrette activities, construction reviews, project status, and the general exchange of information concerning current and future activities.

(c) STATUS e.g., 8(a) [including graduation date], HUBZone-certified small business, Service-
Disabled Veteran Owned small business, small business, etc.
(d) CAPABILITY STATEMENT. Interested contractors must demonstrate a history of relevant design experience with a primary focus on Emergency Services facilities. Include a summary of relevant (DoD, emergency service facilities, charrettes), and recent (within the last three fiscal years), performance history (identified by contract/project number, project title, dollar amount, and in what capacity (e.g., prime, subcontractor, etc.) performed.
