Sources Sought Office of Naval Research
Enterprise Resources Planning (ERP), Knowledge Management, and Data & Analytics Support Services
1. This Sources Sought seeks vendors who can provide services as detailed in the attached Performance Work Statement. Please review and provide a capability statement addressing your company’s ability to comply with the requirements herein.
2. Services are currently being provided under three separate GSA contracts. ONR desires to combine the efforts into a single action managed by ONR HQ. Teaming and/or subcontracting arrangements are welcomed to maximize small business participation. All responses should include the respondent’s capabilities to perform the work and anticipated small business use.
These responses will be used to determine how to best procure the needed services.
3. The Government anticipates issuing a firm fixed price contract for a base year and four consecutive one-year option periods.
4. The applicable NACIS Code is anticipated to be 541611.
5. Responses should include the following information:
Section I: Corporate Description. Capability Responses must include the following information for all prospective primes and any partner or subcontract entities:
(a) Name of the firm
(b) The respondent’s size status and whether the respondent is registered in the applicable NAICS code listed above
(c) Ownership (include SSE(s) or JV if applicable), including whether Small, Small Disadvantaged, 8(a), Women-Owned, HUBZone, Veteran Owned or Service-Disabled Veteran-Owned Business or both;
(d) Two points of contact, including name, title, phone, and email address
(e) CAGE Code and Unique Entity Identifier (UEI) (include SSE(s) or JV if applicable)
(f) Affiliate information, including parent corporation, SSE(s), JV partners, potential teaming partners, or subcontractors.
(g) a list of Government Wide Acquisition Contracts (GWACs) currently held, if any, including the contract numbers and how these GWACs match these requirements.
Section II: Technical Solution. Please respond to the following questions:
(a) Data and Analytics
1. Is your company currently leading government or commercial data and analytics programs in an S&T or non-S&T environment? What specific stakeholders and products does your company support at the identified engagement(s)? Describe discrete analytics, predictive analytics, data science, artificial intelligence support provided on the program.
Data science should include at a minimum the following: Scientometrics, econometrics, and bibliometrics. Artificial intelligence should include at a minimum the following:
Machine learning, natural language processing, large language model, and generative AI.
2. How many end-to-end data and analytics programs has your company supported during the previous five years in a DoD environment or other Federal S&T environment? In a commercial environment? What was the size and scope of these programs? What services did your company provide?
3. What is your experience with establishing and administering a Cloud-based data and analytic solution in a DoD, non-DoD, or commercial Science and Technology organization? Please address services provided for the following:
CI/CD
DevSecOps Environment Automation (Virtual, Serverless, Microservices, Containers) Cyber Security (RMF) Hybrid Environment AI Integration for Automated Deployment
4. What is your organization's approach to managing and meeting high visibility requirements and mitigating risks across the end-to-end data and analytics solution within resourcing constraints?
5. Describe core skillsets for people and technology commonly used in current and anticipated in next generation D&A technology stack footprint. What is your company’s optimal mix of process, technical, and SME resources to enable continuous delivery across infrastructure, data, apps, advanced analytics, and data science?
(b) Knowledge Management
1. Is your company currently leading government or commercial knowledge management programs in an S&T or non-S&T environment? What specific knowledge management stakeholders and products does your company support at the identified engagement(s)?
2. How many knowledge management programs has your company supported during the previous five years in a DoD environment or other Federal S&T environment? In a commercial environment? What was the size and scope of these programs? Did the programs utilize the current suite of Microsoft products and capabilities including SharePoint Online, Power Apps, Power Automate, Teams, and other Microsoft capabilities? If the program utilized other capabilities, please identify those.
3. Has your company provided support services on ServiceNow deployments in one or more of the following environments: (a) DoD; (b) non-DoD; (c) state or local government; or
(d) commercial? How many by type of environment?
4. What was the scope of the ServiceNow deployment (capability) and management, technical, process, development, and sustainment support provided?
5. Please identify the level of certification across expected resource types for DoD Cyber IA compliance. What is your company’s standard for certification and specifically for Cyber and IA?
(c) Navy ERP Support
1. What types of implementations of SAP’s Procurement for the Public Sector (PPS) has your organization served as system integrator? Please include the type of client (Federal/Agency, state, local) and the deployment scenario.
2. What SAP support services has your organization performed in support of a Department of Defense (DoD) organization? (e.g. Tier 1, Tier 2, Tier 3, BASIS, Middleware, etc.), modules supported (e.g. Funds Management, Materials Management, Finance, etc.)
3. What support services has your organization performed in support of Federal Assistance (including funding, award processing, and award reporting)?
4. What support services has your organization performed in support of migration from SAP ECC to S/4?
5. What support services has your organization performed specific to Navy finance? (e.g.
year/month end close, departmental reporting, Treasury direct disbursements, etc.)
6. This notice is for planning purposes only and is not to be construed as a commitment by the Government. This Sources Sought is not a solicitation announcement. No reimbursement will be made for costs associated with providing information in response to this announcement.
The Government reserves the right to consider a set aside for small businesses or one of the small business preference groups (e.g., 8(a), HUBZone, SDVOSB, WOSB, etc.). The Government may not consider responses that do not conform to the instructions herein.
Questions shall be submitted to the Contract Specialist via the email address listed below by the specified date. Questions submitted after the selected date may not receive responses.
