About this file

This is a Sources Sought announcement issued by Naval Supply Center Fleet Logistics Center Norfolk to identify potential sources for ML 6697A Electron Tubes supporting NCTAMS LANT – Detachment Cutler. The requirement is for 30 tubes total, with 10 units needed annually for three years. The tubes feature rugged coaxial mounting structures designed for high dissipation and low inductance RF electrode terminals, operating at plate voltages up to 16 Kilovolts in Continuous Wave operation. These electron tubes provide final power amplification for the Army-Navy/Frequency Radio Transmit-31 (AN/FRT-31) Very Low Frequency transmitter. The anticipated NAICS code is 334419 – Other Electronic Component Manufacturing, with a size standard of 750 employees.

Responses must be submitted by 2:00 PM EST on March 6, 2026, to Angelo Conicelli (angelo.l.conicelli.civ@us.navy.mil) and Samantha Ballance (samantha.a.ballance.civ@us.navy.mil), and should not exceed five typewritten pages in 12-point font. Required submission information includes company details and contact information, CAGE code, potential procurement vehicles (NASA SEWP, GSA, or alternatives), business size classification, and a capability statement demonstrating authorized seller/reseller status or ability to provide comparable products meeting all specifications. The announcement emphasizes that original replacement parts are required; substitutes necessitate configuration change approval from Naval Information Warfare Center, which involves additional engineering review and potential system redesign. This is information-gathering only; no contract will be awarded, respondents will not be notified of results, and the Government will not reimburse submission costs.

The operation of the required electron tubes is unique to this facility. The required electron tubes provides the final power amplification for the Army-Navy/Frequency Radio Transmit-31

(AN/FRT-31) Very Low Frequency (VLF) transmitter required by the Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMS LANT) – Detachment Cutler.

If original replacement parts are not used, the government will have to request permission from Naval Information Warfare Center (NIWC, formally SPAWAR) for a “Configuration Change” to the existing system. This will require addition time for engineers to review the modification and may have to redesign the system.

Submissions are not to exceed 5 (5) typewritten pages in no less than 12 font size.
