About this file

This Sources Sought Notice is an Amendment 1 for an Indefinite Delivery/Indefinite Quantity (IDIQ) Architect/Engineering (A/E) Design Services contract for the Frederick National Laboratory for Cancer Research, operated by Leidos Biomedical Research. The solicitation seeks qualified A/E firms to provide design services for research laboratory, animal facility, and institutional renovation and construction projects, with an estimated annual contract value between $500,000 and $1,500,000. Four subcontracts will potentially be awarded for a two-year base period with four one-year option periods.

Key evaluation criteria include: (1) specialized design experience in biological laboratories with at least three comparable projects in the past five years, (2) professional qualifications with in-house Professional Engineers in civil, structural, mechanical, and electrical disciplines, (3) capacity to complete up to three tasks annually, (4) a quality management plan, and (5) ability to respond quickly with an office within 200 miles of Frederick, MD. Prospective offerors must submit SF330 statements of qualifications by July 30, 2025, with the IDIQ contract expected to be awarded around August 30, 2025. The contract will focus on laboratory layout design, mechanical systems, electrical systems, fire protection engineering, and facilities for biomedical research and animal care.

Sources Sought Notice IDIQ Announcement - Architect/Engineering Firm – Design Services Amendment 1 (July 16, 2025)

The purpose of this amendment is to extend the Sources Sought Notice response date and provide responses to questions posed during the inquiry period. The response date is hereby changed from July 23, 2025 to July 30, 2025

5:00 p.m. ET.

The following questions and responses are hereby provided –

BIDDER QUESTION LEIDOS BIOMED RESPONSE

1 We are not a full-service firm. Do you have a list of architects that are pursuing this, or do you have any firms you have worked with in the past?

Most of the A/E’s we have worked with have outsourced the architectural portion. I suspect they either have working relationships with these firms or conduct a search for architecture firms. I cannot recommend any as our direct relationship is with the A/E’s who are awarded the contract.

2 Is the preference that this is an Engineer prime contract?

We will be awarding IDIQ Contracts to A/E firms for full services whether performed entirely by that A/E or a team as selected by the awarded A/E. The A/E Contract will include and be limited to all subcontractors, associates, consultants required to perform the services covered by the contract. If the Offeror is a team, we don’t have a preference over which team member is Prime.

Recognize, however, that our projects are highly technical and therefore have significant engineering requirements.

3 Is the attached solicitation a “sources sought” or….an actual 330 submission

We sent a sources sought (you mentioned solicitation in your email). The sources sought requires a SF330 to include any proposed subcontractors and consultants.

4 what is your best guess as to when this might be advertised as an actual solicitation…..Q1 2026?

Beginning of August. The solicitation has already been prepared.

5 Where was this sources sought posted?? https://sam.gov/opp/5187cab8dac1420297bae5d7a8915

BIDDER QUESTION LEIDOS BIOMED RESPONSE

6 Based on the information provided in the Sources

Sought notification, it is unclear if this is the actual solicitation or a pre-solicitation. Will you posting a final solicitation requiring SF330 as a response separate from this request? Or is this a formal request for response due by July

23. Typically more time would be provided to respond to a full solicitation including SF330 and sub-consultants.

This is only a sources sought Notice. The SF330 is a pre-solicitation document. A solicitation will be issued at the conclusion of our evaluations of the A-E responses to include the SF330

7 Regarding the following requirement listed: “The permanent full time staff shall consist of at least one in-house registered Professional Engineer (PE) in each discipline (civil, structural, mechanical, and electrical) exclusive of consultants and/or subcontractors.” Can you clarify if this means PRIME offeror must have civil, structural, mechanical and electrical PE’s in-house? As a MEP consulting engineering firm, we have Mechanical and Electrical PE’s “in-house”, but would bring on as consultants the other disciplines listed.

Leidos Biomed does not require the awarded A/E to have

PEs in all those engineering disciplines. The awarded

A/E including its team (subcontractors and consultants), if any, shall consist of at least one in-house registered

Professional Engineer (PE) in each discipline (civil, structural, mechanical, and electrical).

8 Regarding additional details requested (Sections A-F), much of this information may be difficult to produce. Please confirm this level of detail is required.

The information requested in A thru F is pretty straightforward. Our schedule is tight and indicative of what we experience during the design and construction phases. Provide extension request and reasoning and we will discuss internally.

9 Please confirm if this statement is referring to (3) relevant projects within Section F of the SF330?

Typically, the SF330 allows for up to (10) projects, need confirmation NCI is looking for (3) projects only. Please confirm the total quantity of projects we are allowed to include in Section F, three, five, ten?

Leidos Biomed (not NCI) requests a MINIMUM of three comparable projects within the last five years. You may include up to 10 projects.

10 Please confirm if the design must have been completed within the last five (5) years or if the construction must have been completed within the last give (5) years.

We will accept relevant projects where construction was completed within the last 5 years. However, projects that were designed several years ago and took years to construct (a) may not demonstrate relevant technology and design and/or (b) may not have been designed with current staff, which could detract from the relevance.

11 Will NCI allow comparable projects to be submitted that are currently ongoing?

Leidos Biomed (not NCI) will allow comparable projects that are currently ongoing. However, we will not be able to evaluate the success of the design for projects that have not completed construction.

12 Based on evaluation criteria (1): “Offerors must provide evidence of past performance for at least three (3) comparable projects within the past five

(5) years.”

Question: Do comparable projects have represent Offeror/prime firm experience, or can they be projects a subconsultant completed without the prime firm?

Question: Would you consider extending comparable projects to within the past ten (10) years?

Response (1st Question ) - The projects should be the

Prime Firm’s experience

Response (2nd Question ) - No

13 Based on evaluation criteria (2): “The permanent full-time staff shall consist of at least one in-house registered Professional Engineer

(PE) in each discipline (civil, structural, mechanical, and electrical) exclusive of consultants and/or subcontractors.” “ Other

Professionals on staff in other disciplines, including Registered Architects, should be identified, but can be by subcontract or other such arrangement.” “ Mechanical HVAC and fluid support systems engineering experience is of high importance.”

Question: Is there a preference for engineering led teams?

Question: Are Architects required to be

Registered.

Response (1st Question) - See Response to Question #2

Response (2nd Question) - A Registered Architect should supervise any architectural work, but we do not require all architects to be registered.

14 Is this IDIQ being procured a recompete from an existing IDIQ? If so, who are the incumbents?

This is a new IDIQ requirement

15 We understand the schedule being tight, however based upon the amount of work to build a team and the requirements for completed SF330’s, would you consider an extension of two weeks?

We appreciate your desire to prepare the best possible sources sought documents. However, we can only extend the request until July 30th.

16 Regarding information requested in the following sections, we are looking for clarification:

a. Section B, “Bid results as compared to your estimate and the owner’s programmed amount.” Typically for federal projects, Owner’s programmed amount is typically not shared with A/E firms – is this requirement able to be removed?

b. Section F, “Original design submission schedule, owner approved time extensions, and final execution schedule (in bar chart format).” – In cases where an engineering firm is not PRIME, that firm may not have that information available – is this requirement able to be removed?

c. Where should we provide this supplemental information within the SF330 format? Is there a page limit for submission?

a. We are seeking to understand compliance with the

Design-to-Limitation to permit the award of a contract. Please provide information along those lines.

b. Please provide information where available. If not available please note as “not available, firm was not

Prime”.

c. There is no page limit for submission. Supplemental information can be included as an attachment to the

Example Projects form.

17 Regarding relevant project examples, would equal weight be given to non-federal projects?

Equal weight will be given to non-Federal projects if they demonstrate similar complexity and technical expertise.

18 Based on your response, it is stated you will correct the language in the sources sought document. When will these corrections be published?

Amendment 1 (Responses to the questions) serves to correct any language that has been changed as a result of such responses.
