About this file

This is a Sources Sought Notice issued by the National Institute of Standards and Technology (NIST) under Procurement Identifier NIST-AMD-F-Library-SS-26-0005. NIST seeks to identify potential sources for web portal access to economic statistics, industry trend analysis, and economic projections databases to support its Research Library and Museum operations across its Gaithersburg, MD and Boulder, CO locations serving approximately 3,000 researchers. The required service is an institution-wide or minimum five-user subscription to an externally-hosted, full-text searchable online database containing current and regularly updated market reports and industry statistics authored by expert analysts. The database must cover 21 specified sectors including aerospace and defense, automotive, measurement and instrumentation, AI, IoT, bioscience, health and medical technology, energy, semiconductors, cybersecurity, quantum computing, and related fields, with both U.S. and global market data including future-year economic projections. Key specifications require reports in downloadable PDF format with downloadable tables and figures, viewable usage statistics, transparent author identification and methodology documentation, and institutional report sharing capabilities. The contractor must provide training and technical support, and a publicly available listing of all reports. Pay-per-report structures and customized consulting services are explicitly excluded from scope. BACKGROUND:

The NIST Research Library and Museum (aka the Library) through teams focusing on Resources, Access & Data, Outreach & Marketing, and Museum & Archives, provides professional scientific and technical information assistance to a community of 3,000 researchers (Gaithersburg, MD and Boulder, CO) throughout their research and publishing cycles. The Library provides accurate, high quality, and timely research consulting and information products and ensures that users can discover and obtain the digital and print resources needed to support NIST's mission. A large part of the information resources made available to the NIST researchers are e-resources in the form of e-journals, digitized versions of NIST technical publications, databases, and e-books made accessible through the Library website. The history of NIST’s accomplishments and contributions to measurement science is captured and made available to researchers around the world through the Library website.

The Library requires access to a source for current market research information that includes in-depth industry and technology profiles, analyses and reports, quantitative data, and key statistics for a broad range of scientific and technology-oriented industries to support NIST strategic decision making, justify funding proposals, support research initiatives, quantify NIST impact, and identify industry needs/partners.

Requirement: The contractor shall provide access to an online database containing current economic statistics, industry trend analysis, and economic projects for a broad range of scientific and technology-oriented industries.
