About this file

This document is a Sources Sought Notice for the purchase of a brand name or equal fluorescence spectrophotometer by the National Cancer Institute (NCI), National Institutes of Health (NIH).

The notice states the required product features, including two Czerny-Turner gratings, a xenon light source, a R928P photomultiplier tube detector, Peltier-controlled cuvette holder, automated temperature control, adjustable bandpass filters, and software-controlled polarizers. The equipment will be used for experiments examining enzymes and structural proteins involved in cancer progression, and must interface with existing equipment. The NAICS code is 334516 Analytical Laboratory Instrument Manufacturing with a size standard of 1,000 employees. Responses are due by July 22, 2024, but this is for market research only and does not obligate the government to award a contract. The government reserves the right to set aside the requirement for small businesses. No solicitation is currently available.

GENERAL INFORMATION/CLASSIFICATION

Title:
Purchase of a Brand Name or Equal fluorescence spectrophotometer.
Notice Type:
Sources Sought
Solicitation Number:
75N91024Q00147
Posted Date:
7/16/2024
Response Date:
7/22/2024
PSC Code:
6640 Laboratory Equipment and Supply
NAICS Code:
334516 Analytical Laboratory Instrument Manufacturing

ISSUED BY: National Institutes of Health (NIH), National Cancer Institute (NCI), Office of Acquisitions (OA)

DESCRIPTION:

The following product features/characteristics are required for this requirement:

The fluorescence spectrophotometry will be used for experiments examining the function of enzymes and structural proteins involved in cell behaviors which contribute to cancer progression. The following minimum product features/characteristics are required:

· Two Czerny-Thompson gratings, one optimized for UV and the second optimized for VIS/NIR

· Xenon ozone-free light source with range from 230 nm to NIR

· Detector

· R928P Photomultiplier tube with a 200 to 870 spectral range

· Photon counting

· Detection range of 6 orders of magnitude

· Peltier-temperature controlled 4 position cuvette holder with

· -15 C to 100 C temp range

· Automated temperature control including temperature ramping

· Controlled for obtaining time dependent changes for kinetic analysis

· Integration times ranging from 1 ms to 160 s

· Band pass filters that are continuously adjustable from 0 to 30 nm

· Dual Glan-Thompson polarizers software controlled to automatically set angles, place and remove polarizers from the light path

· Sensivity: water Raman peak signal to noise ratio equal to or greater than 10,000:1

· Controlled by a monitor and computer using Windows 10 or higher.

This equipment is replacing like equipment the NIH NCI program had and interfaces with equipment already in place. Procuring different equipment does not meet the needs of the government due to interfacing and will only lead to testing backlogs and delays in cancer research.

This is a Sources Sought Notice (SSN) and is for information and planning purposes only. This notice shall not be construed as a solicitation or as an obligation on the part of the National Cancer Institute (NCI). The purpose of this SSN is to identify qualified business concerns, especially small businesses, that are interested in and capable of performing the work described herein. Responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a small business set aside is possible. The requirement’s suggested North American Industry Classification System (NAICS) code is 334516 Analytical Laboratory Instrument Manufacturing with a size standard of 1,000 employees.

THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NCI shall arise because of a response to this SSN or the NCI’s use of such information furnished in response to this notice.
