The VHA's Institute for Learning, Education and Development (ILEAD) has a requirement to provide a centralized platform for leadership and personal development training courses to its approximately 400,000 employees across its VISNs and Medical Centers.

The PWS outlines the scope of services required, which includes providing on-demand, virtual, and in-person training courses, train-the-trainer support, developmental assessments, and implementation support. The contract will be a firm-fixed-price with a 12-month base period and two 12-month option periods. The contractor must host the training platform externally and ensure it is 508 compliant. Pricing will be on a per-student basis, and the government will directly reimburse travel costs. The PWS also details the reporting requirements, including monthly usage reports and quarterly train-the-trainer reports.
