SOURCES SOUGHT ANNOUNCEMENT
PR: NF-FT5400-22-02026
1.0 Description
The National Oceanic and Atmospheric Administration (NOAA), Western Acquisition Division (WAD), on behalf of the National Marine Fisheries Service (NMFS), Pacific Islands Regional Office (PIRO), is seeking possible sources able to provide professional, on-call veterinary services for marine mammal and sea turtle stranding cases. The North American Industry Classification System (NAICS) code is 541940, Veterinary Services. The small business size standard for this NAICS code is $9 Million.
2.0 Background and Objective
In the Pacific Islands Region, the NMFS Pacific Islands Regional Office (PIRO) and Pacific Islands Fisheries Science Center (PIFSC) share responsibility for marine mammal and sea turtle stranding response and rehabilitation. PIRO and PIFSC work in close collaboration with several government and non-government partners in fulfilling these responsibilities.
Veterinary services are frequently needed during marine mammal or sea turtle stranding responses and rehabilitation efforts. In many cases, this need can be met by an in-house veterinarian (federal employee) who works for PIFSC. However, there are some situations when veterinary services are required that cannot be met by existing NMFS resources.
These situations can occur when multiple strandings, injuries and/or disease incidents happen simultaneously or when services are needed in remote locations. NMFS is seeking to meet this additional need through a contract with a qualified entity.
The objective of this contract is to obtain the professional services and expertise of an on-call veterinarian to assist NMFS PIRO and PIFSC with its stranding program initiative. The professional services may cover a variety of tasks including, but not limited to:
• Provide on-call veterinary services for Hawaiian monk seal, cetacean, and sea turtle strandings and related activities in the field (main Hawaiian Islands).
• Provide on-call animal husbandry and veterinary health care and consulting for sick and/or injured marine mammals and sea turtles in captive care situations.
• Provide and/or participate in technical trainings for NMFS personnel and partners, as well as on-call veterinary consultations in-person, via telephone or email regarding new and existing marine mammal and sea turtle veterinary cases, and provide advice on protocols and procedures related to animal health and welfare.
Work shall be conducted in the main Hawaiian Islands (Kauai, Maui, Molokai, Lanai, Niihau and Hawaii Island). The Contractor shall be available to provide the services on the island of Oahu at any time during the period of performance on an on-call basis. The Contractor shall also provide services on neighbor islands within the main Hawaiian Islands. The performance period for this requirement is expected to begin February 1, 2023 and end January 31, 2028 should all option years be exercised.
3.0 Requirements
In order to promote the most efficient use of funds towards meeting the mission and program goals, NMFS PIRO requires a contractor that can provide services to help analyze and achieve these program goals. Service requirements include:
a) Formal education (degrees and coursework) in veterinary medicine, such as degree of
Doctor of Veterinary Medicine (DVM).
b) Appropriate licenses, certifications and degrees for the practice of veterinary medicine in Hawaii and other jurisdictions in which the services will be provided.
