The PD SAI portfolio encompass wide ranging requirements, including, but not limited to: acquisition, integration, modification, modernization, operations and support (O&S), and system fielding for Intelligence, Surveillance and Reconnaissance (ISR) capabilities.
This portfolio supports Aerial Intelligence Surveillance and Reconnaissance (AISR) collection, air and ground based Processing, Exploitation and Dissemination (PED), including the use of Airborne Sensor Operators (ASOs), Sensor Maintainers, Intelligence Analysts, Mission Planning and Coordination before, during, and after active missions.
PD SAI develops, integrates, and supports integrated sensors and integrated systems across a broad spectrum of Multiple Intelligence (MULTI-INT) capabilities, including but not limited to: Electro-Optical/Infra-Red (EO/IR), Synthetic Aperture Radar/Ground Moving Target Indicators (SAR/GMTI), Signals Intelligence (SIGINT), and Measurement and Signature Intelligence (MASINT).
REQUIRED CAPABILITIES:
Interested sources must be able to provide DIABLO services for the Mission Equipment Payloads (MEP) for selected platforms on Government Owned, Government Operated (GOGO), Government Owned, Contractor Operated (GOCO) and/or Contractor Owned, Contractor Operated (COCO) sensor systems, subsystems and items. Attachment (1) of this announcement provides a listing of key technologies to be supported; however, other technologies/programs may integrate with these capabilities and/or be added to the requirement portfolio. *Due to the high complexity and low density of the systems and sensors, the Government may have limited data rights on key technologies. It is anticipated that Interested Sources will maximize business relationships with Original Equipment Manufacturers (OEM) in order to meet performance requirements.
Interested sources will need to meet and address the following objectives for key technologies listed in Attachment (1) in their response:
a. Reduce life-cycle costs through:
1. Use of alternatives in system configurations that utilize current technology components or adapt common equipment to multiple requirements and applications.
2. Development of new approaches to system development and support, such as improved specifications, standards, and processes, using techniques such as process baselining, modeling, and simulation.
3. Improved management techniques, process improvement techniques, process re-engineering, automation, configuration management, and quality assurance.
b. Increase system operational life and performance through:
1. Evaluation and insertion of new technology and software into existing systems, including their support systems, and modernizing and improving existing operational support, maintenance, and repair processes.
2. Improved performance, accuracy, reliability, maintainability, deployability, survivability, and supportability of systems, subsystems, and equipment (including support equipment).
c. Improve system sustainment through:
1. Development and production of technical documentation to include changes in Technical Orders, Technical Data Packages, Technical Manuals, engineering drawings, associated parts lists, and specifications for existing systems that require improved documentation or as a result of newly developed and/or modified systems or software provided.
2. Improved productivity, effectiveness, and efficiency of maintenance, repair, operational support activities, and related processes. When appropriate, provide for the automation of such processes.
3. Redesign efforts in support of diminishing material and manufacturing sources including efforts such as reverse engineering.
d. Improve system and personnel safety and environmental friendliness through:
