Sources Sought Notice for Analytical Laboratory Services
This is a Sources Sought notice issued by the U.S. Army Corps of Engineers (USACE), Kansas City District, seeking qualified testing laboratory firms to provide environmental analytical services. The notice is for market research purposes only and does not constitute a solicitation for quotes or result in contract awards. Responses are due by March 11, 2026, to Heather.A.Scott@usace.army.mil and Michael.S.Dolly@usace.army.mil. The NAICS code is 541380 (Testing Laboratories and Services). The government will not reimburse respondents for response preparation costs.
The USACE seeks laboratories capable of receiving, testing, evaluating, reporting, and disposing of environmental samples including sediment, soil, drinking water, waste, and air from Department of Defense projects and other federal and state programs, with all testing performed at the laboratory. Laboratories must participate in recognized accreditation programs including the National Environmental Laboratory Program (NELAP/TNI), DoD/DOE Environmental Laboratory Accreditation Program (ELAP), or equivalent programs such as those offered by A2LA, Perry Johnson Laboratory Accreditation, ANSI-ASQ National Accreditation Board, and International Accreditation Service. For projects subject to DoD Policy and Guidelines for Environmental Sampling or Testing (approximately half of USACE projects), laboratories must maintain ISO/IEC 17025 certification and comply with the DoD/DOE Consolidated Quality Systems Manual. Laboratories must demonstrate capability in chemical, drinking water, radiochemical, industrial hygiene (air), microbial, and biological testing services. Data deliverables must comply with EPA 540-R-08-005 standards (SEDD Stage 2A through Stage 4 formats), and certain projects require uploading to the Formerly Used Defense Sites Chemical Database Portal (FUDSChem). The government expects standard turn-around time of no later than 28 business days for routine chemical testing. Eight example projects are provided spanning FUDS remediation, FUSRAP, civil projects, and active DoD installations with varying compliance requirements and analytical methods.

Project Title: Analytical Laboratory Services Notice Type: Sources Sought Notice ID#: PANNWD26P0000029627 Response Date: March 11, 2026 NAICS Code: 541380 – Testing Laboratories and Services
The following is a Sources Sought notice. The Government is seeking to identify qualified sources under North American Industry Classification System (NAICS) Code 541380 – Testing Laboratories and Services.
This sources sought is for market research purposes only. THIS IS NOT A SOLICITATION FOR QUOTES AND NO CONTRACT WILL BE AWARDED FROM THIS NOTICE, nor does it restrict the government as to the ultimate acquisition approach. The government will not reimburse respondents for any costs incurred in preparing responses to this notice.
The U.S. Army Corps of Engineers (USACE), Kansas City District seeks qualified testing laboratory firms interested and capable of receiving, testing, evaluating, reporting, and disposing of environmental samples [e.g., sediment, soil, water (drinking water), waste, and air] from multiple Department of Defense (DoD) projects and other federal and state programs. All testing will be performed at the laboratory.
Laboratory Accreditation.
Projects managed by the USACE will require laboratories to participate in the National Environmental Laboratory Program (NELAP aka TNI) or an equivalent, and recognized accreditation program(s).
Historically, these projects required laboratories to participate in accreditation programs focused on chemical and drinking water testing services. However, the USACE now manages projects which include compliance with accreditation programs associated with radiochemical, industrial hygiene (air), microbial and biological (toxicological) testing services.
Several states are currently recognized as NELAP accrediting bodies, see https://www.nelac-institute.org/content/NELAP/accred-bodies.php. A NELAP accreditation body will accept by recognition, the accreditation status of a laboratory issued by another NELAP accreditation body, also referred to as secondary accreditation.
Recognized non-governing NELAP accreditation bodies currently include the American Association for Laboratory Accreditation (www.A2LA.org), Perry Johnson Laboratory Accreditation, Inc.
(https://www.pjlabs.com/), ANSI -ASQ National Accreditation Board (https://anab.ansi.org/laboratory-accreditation), and International Accreditation Service (https://www.iasonline.org).
Other recognized accreditation programs include American Association for Laboratory Accreditation, American Industrial Hygiene Association, ANSI-ASQ National Accreditation Board, Drinking Water Laboratory Certification Program, National Voluntary Laboratory Accreditation Program, and National Lead Laboratory Accreditation Program.
DoD Policy and Guidelines for Acquisitions Involving Environmental Sampling or Testing.
Approximately one-half of the projects managed by the USACE will require laboratories to comply with the requirements addressed in the most current version of the DoD Policy and Guidelines for Acquisitions Involving Environmental Sampling or Testing. Laboratories must have an established and documented laboratory quality system that conforms to current ISO/IEC 17025, as implemented in the most current version of the DoD/DOE Consolidated Quality Systems Manual (QSM) for Environmental Laboratories.
DoD/DOE Environmental Laboratory Accreditation.
Laboratories performing work for the DoD or DOE are required to participate in the DoD/DOE Environmental Laboratory Accreditation Program (ELAP) and hold a current accreditation and required method certifications before preparation and analysis of samples is permitted. Laboratories performing work specific to the DOE are also required to comply with Department of Energy Consolidated Audit Program (DOECAP) Accreditation Program. The ELAP provides a means for the laboratory to demonstrate conformance to the DoD/DOE QSM. Recognized ELAP accreditation bodies currently include the American Association for Laboratory Accreditation, Perry Johnson Laboratory Accreditation, Inc., ANSI-ASQ National Accreditation Board, and International Accreditation Service.
Data Management and Electronic Data Deliverables.
Laboratories, to include subcontract laboratories, are required to assemble and present the results of their analyses in an organized laboratory data deliverable or report. Guidance describing the various data stages (e.g. levels), processes and reporting used to verify and validate analytical data can be found in EPA 540-R-08-005 (January 2009).
These laboratories must be capable and experienced in providing the government with a uniform format for electronic delivery of analytical data for environmental projects. Capabilities and experience with the management of analytical data and information via a secure internet SharePoint site and compliant with current state and federal guidance is desirable.
Laboratories are required to perform all tasks in accordance with the submittal of data deliverables generated by the Staged Electronic Data Deliverable (SEDD) software system (https://www.epa.gov/clp/staged-electronic-data-deliverable-sedd). At a minimum, the laboratory will be capable of assembling and submitting analytical data as a SEDD Stage 2A or other EDD format specified by the government. The government will be responsible for submitting information (e.g., quality assurance project plan) necessary for the laboratory to develop a common structure and dictionary, as needed, for each project. The laboratory is responsible for troubleshooting and correcting any issues/problems or discrepancies concerning the laboratory data.
Formerly Used Defense Sites Chemical Database Online.
Particular to the Formerly Used Defense Sites (FUDS) Program, laboratories are required to be capable of uploading information and data files into the Formerly Used Defense Sites Chemical Database Portal (FUDSChem) at www.FUDSChem.com. At a minimum, laboratories are responsible for uploading SEDD Stage 2A files, and electronic copies of the laboratory reports (e.g., .pdf) into FUDSChem. Laboratories are responsible for troubleshooting and correcting any issues/problems or discrepancies concerning the laboratory data being uploaded into FUDSChem.
