About this file
This is a Sources Sought Notice issued by the Indian Health Service (IHS), a component of the Department of Health and Human Services, for market research purposes only and does not constitute a formal solicitation or guarantee of contract award. The IHS seeks to identify qualified contractors capable of developing and implementing a culturally responsive Pain Neuroscience Education (PNE) curriculum tailored for American Indian and Alaska Native (AI/AN) populations to address disparities in chronic pain management and opioid-related harms. Responses are due by March 30, 2026, at 2:00 PM CST with the subject line "Sources Sought - PNE Curriculum." The set-aside status is to be determined.
The contractor must develop comprehensive curriculum materials including a train-the-trainer facilitator guide, self-paced learning modules, participant workbooks, prerecorded video sessions, and LMS-compatible materials aligned with the biopsychosocial model of care. Core content areas include nociception versus pain, sensitization mechanisms, brain threat appraisal, endogenous pain-modulating strategies, safe medication use, and integration of biomedical and traditional healing approaches. The scope includes community engagement through a Stakeholder Advisory Board, listening sessions with youth and elders, training approximately 20 AI/AN providers and peer specialists as facilitators, and developing evaluation tools with pilot implementation. Qualified vendors must demonstrate a minimum of 10 years of verifiable experience working in Tribal communities, experience developing culturally adapted health curricula, and must include a Pediatrician advisor and either a Licensed Clinical Social Worker (LCSW) or Licensed Alcohol and Drug Counselor (LADC) on the project team. The period of performance is twelve months from award with potential option periods. The preliminary NAICS codes under consideration are 611430 (Professional and Management Development Training), 541611 (Administrative Management Consulting Services), or 541720 (Research and Development in Social Sciences). Interested parties should submit a capability statement not exceeding 10 pages addressing company information, relevant experience, Tribal community work, proposed project team, curriculum development examples, recommended NAICS code, and small business status.
