The Government is not obligated to issue a formal solicitation based on this notice and will not reimburse response costs. The requirement is for a newly manufactured, fully integrated microscope system to support OSEL researchers in developing bench testing methods for evaluating digital pathology devices. The system must be delivered to the FDA facility in Silver Spring, Maryland, within six weeks of contract award and include a one-year warranty commencing upon Government acceptance. The NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing) with a small business size standard of 1,000 employees, and the PSC is 6640 (Laboratory Equipment and Supplies).

The microscope system must meet specific technical requirements including an upright bright-field transmissive light design with motorized XY and piezo-based Z stages, both controllable via joystick and software APIs with complete documentation for custom development. Additional requirements include a broadband white light source with fiber optics light guide input compatibility, an objective turret supporting two or more Zeiss M27-threaded objectives, a condenser with Kohler illumination and minimum 0.55 NA, an autofocus system independent of camera acquisition, one high-resolution low-noise camera with external camera mounting ports, and operation on US standard 120V/60Hz AC power. Interested parties must submit a capability statement of no more than 10 pages (excluding cover page and attachments) by April 30, 2026, at 10:00 AM Eastern Time to Freshta.Javid@fda.hhs.gov. The capability statement should address relevant experience with analytical laboratory instrumentation, motorized stage systems with API control, service agreements, and whether the company can perform at least 51% of work under a small business set-aside.
